Final Staff Report

In December 1999, the Air Resources Board (ARB) completed the final staff report, Update to the Toxic Air Contaminant List. The List represents our priorities for identifying and regulating substances as directed by State law. The report describes the process followed by the ARB in reviewing and revising the Toxic Air Contaminant List, and presents changes to the List.

Our review included using a ranking system, and consulting with the local air pollution control districts, Office of Environmental Health Hazard Assessment, Scientific Review Panel, and Department of Pesticide Regulation. Additional changes were also made in response to two public review and comment periods.

The Substance by Category version, the December 1999 Toxic Air Contaminant List, is divided into six categories and is designed to tell the reader: 1) whether a substance is emitted in California; 2) if a substance has a health number developed, or that a health number is being developed, under the AB 2588 Air Toxics “Hot Spots” Information and Assessment Act of 1987; and 3) the status of the substance in the identification process. There is also a quick reference guide that is similar to the June 1996 list. It can be used to easily determine if a substance is on the Toxic Air Contaminant List and in what category it can be found on the Substances By Category version of the list.
