| This class will focus on identifying the procedures required to inspect locomotives pursuant to the 2005 agreement between ARB and two principal railroads operating in California. The course explains the standard procedures at rail yards and basic equipment recognition. Enforcement techniques for the confirmation of specific idling and visible emissions provisions will be discussed as well as the history and administrative mechanics of this negotiated regulatory tool. Participants will also conduct field inspections at the nearest yard subject to the agreement. Participants in the field must bring their own safety gear for this portion of the training. Completion of this course is mandatory before any independent field inspections can be performed. |
