Course #298: Title V Permitting Program Overview
This course is aimed at new, entry-level as well as semi-experienced stationary source permit engineers, inspectors, regulatory agency staff, and environmental specialists in business and government. This course will provide an overview and discussion of the requirements of US EPA’s Title V permitting program. Title V Permitting Program is a federal permitting program that is intended to ensure areas of non-attainment meet air quality goals via enhanced monitoring, recordkeeping, and reporting requirements. As such, Title V Permitting Program permits are federally enforceable and are designed so that facility requirements are more transparent to the public. Topics to be discussed include Title V applicability, Title V Permitting Program monitoring requirements (including a brief discussion of Compliance Assurance Monitoring, or CAM), Significant Modifications, Minor Modifications, Administrative Amendments, the Certificate of Conformity (COC) process, source responsibilities, as well as district responsibilities. Note, this course will NOT include a field trip.
