Do you live and work outside the state of California? Many of our courses have been tailored for presentation to environmental professionals like you. A team of experienced instructors has been specifically established to provide this training. Many courses have been scheduled at various locations around the nation. By request, we can also provide training at your agency or place of business. The following provides more information regarding the schedules, policies and procedures of the national program. 100 Series Classes The Uniform Air Quality Training Program (UAQTP) is a series of 14 courses providing an introduction to air pollution control and enforcement. The program is intended for entry-level air compliance inspectors, permitting staff, and other air pollution control professionals in government and business. Attendees will learn about the historical, technical, regulatory, and enforcement aspects of air pollution. Attendance in all five days of class, and passing an exam, given at the end of the course, is required to receive a certificate of completion.Click here for meeting room requirements.
200 Series Classes The 200 Series courses (below) are designed for environmental professionals in government or industry who specialize in air pollution compliance. Each 200 series course focuses on a specific source category and reviews the general process, theories and applications, source emissions and control techniques, applicable laws and regulations, typical source permit conditions, record keeping and monitoring requirements, and compliance inspection procedures. These one and two day courses are comprised of interactive classroom instruction followed by "hand-on" field training at a representative facility which enhances the student's learning experience. Classes generally start at 8:30 a.m. and conclude at 5:00 p.m.. Students must bring applicable safety equipment such as hard hats, safety glasses, ear protection, and safety shoes to participate in the field visit. The field visit and the satisfactory completion of the course exam are required before a "Certificate of Completion" is issued. Course #320 - HPV/T&A Policy Workshop Course Description: This one-day workshop will present and discuss each of the elements of EPA's 1998 Policy on the Timely and Appropriate Response to High Priority Violations. The student will learn how to interpret the elements of the policy necessary to determine if a violation should be identified as a High Priority Violation, and when and what actions need to be taken along the timeline specified in the policy to achieve a timely resolution of the violation. Finally, we discuss what enforcement actions and penalties EPA considers necessary for an appropriate settlement of the violation to reach resolution.
Course #325 - Enforcement of NSR/PSD Requirements Course Description: This three-day program will provide inspectors, permit writers, and regulatory personnel with practical information and tools to assess compliance with NSR/PSD requirements and to develop cases. Experienced instructors will be teaching this complex program, presenting concepts and terminology in the context of real-world examples and emphasizing state and local rules. Topics include: What is exactly is NSR/PSD? Why is it important? Who is subject to NSR/PSD? What are typical violations? What kinds of source information can reveal a violation? How do I obtain that information, analyze it, and use it to develop a case? What tools are available to focus investigations?
Course #334 - Permitting Practices and Principles Course Description: This course is a 4-Day Lecture Course providing hands-on training in the methods and procedures used to review permit applications and to prepare air quality permits. This course is designed for personnel of State and Local agencies who have some experience in permit programs. The course is designed primarily for permit writers, but inspectors who must read and interpret permit conditions and make site inspections will benefit as well. Course material will address state and local permits, as well as Title V federal operating permits. Other topics covered will be Compliance Assurance Monitoring; Monitoring, Reporting, and record-keeping requirements, and toxic air contaminant issues associated with permitting. Course #335 - Principles of Environmental Compliance & Enforcement Course Description: This intensive a 3-day course providing a framework for designing effective compliance strategies and enforcement programs. The course defines the terms compliance and enforcement, introduces basic principles, and explores different approaches for implementing each element of the framework. The instructors who guide participants through the concepts and principles of environmental compliance and enforcement deliver the course through a series of exercises. Participants, through a "case study" will take part in a negotiation session to resolve a violation of environmental requirements that mimics a real-life enforcement situation.Click here for meeting room requirements.
Course #345 - Enforcement Case Development and Resolution Course Description: This course is designed for a student that seeks to understand the complete compliance process including enforcement. The student should come away with the knowledge and skills necessary to become a productive member of a compliance team. The two and one-half day course will focus on the enforcement case process used by US local, state and federal environmental agencies- primarily the administrative and civil judicial processes. Topics include targeting, collecting data that is necessary for case development, determining compliance status, selecting the appropriate enforcement option, penalties, negotiation, and case resolution follow-up. The course discusses all violation resolution options including informal actions, formal notices, administrative orders and administrative consent orders, civil litigation settlement, and case litigation. The importance of proper documentation and adherence to procedures will be emphasized. The course includes a combination of lectures, exercises, and role-playing. A manual is included with the course.
Course #350 - Basic Inspector Training Course Description: This introductory course is designed for new federal, state, local, and tribal environmental inspectors, and meets the training requirement under EPA Order 3500.1. The course provides an overview of all aspects of inspection preparation, conduct, and follow-up. The course also introduces various federal environmental laws and regulations.
Course #355 - Advanced Inspector Training Course Description: The Advanced Inspector Training Course focuses on issues and techniques for the more senior inspector to help enhance and improve their inspection techniques and results. This course does not focus on any specific media but covers subject applicable to inspections in all media. The course is intended to provide additional tools to obtain information before, during and after an inspection. The course will present "best practices" for conducting inspections and give the students an opportunity to discuss how these "best practices" apply or not to their own inspections. Each class will have the opportunity to discuss and evaluate specific issues or areas of interest to them.
