Vapor Recovery - Bulk Plants

The Air Resources Board (ARB) is gathering information about breathing losses at bulk plants.


The definition of a bulk plant is; "an intermediate fuel distribution facility where delivery to and from storage tanks is by cargo tank."

To provide further clarification, a bulk plant does not receive fuel by pipeline, railcar or marine barge. Further, a bulk plant may have either underground storage tanks or aboveground storage tanks. A bulk plant may also have an associated vehicle fueling facility.



It is ARBs intent to use the information gathered to develop enhanced vapor recovery (EVR) standards for vapor recovery systems at bulk plants. For further information or questions please contact LaMar Mitchell at lmitchel@arb.ca.gov or by phone at 916-445-9371.

The ARB has mailed a letter to owners/operators of bulk plants with a survey enclosed. If you are the recipient of the information request, you may download the survey form, complete it and then email it back to LaMar Mitchell at the email address above.
