Vapor Recovery Program: 2010 Proposed EVR Rulemaking
This page last reviewed June 29, 2010
Nearly all provisions of the ARB Enhanced Vapor Recovery (EVR) program for gasoline dispensing facilities (GDFs) with underground storage tanks have been implemented throughout California. Based on feedback from industry and the regulated community, ARB staff has identified several areas where regulatory amendments could be useful to clarify certain EVR provisions, minimize inconvenience for GDF operators, and fully realize the emissions benefits envisioned for the EVR program. Staff has drafted a proposed regulation covering the following topics:
| § | Clarification of the Four-Year Clock when Implementing New EVR Standards and Specifications at Existing GDFs |
| § | Temporary Suspension of ISD Pressure Alarms during Winter Months |
| § | Spillage, Spitting, and Post-Fueling Standards for Conventional Nozzles at onboard refueling vapor recovery (ORVR) Fleet GDFs |
| § | Low Permeation Hose Standards (click here for more information on this item) |
| § | Minor Administrative and Editorial Changes to Certification Procedures, Test Procedures, and Definitions |
Staff is currently conducting pre-rulemaking activities. We estimate that the proposed regulation will be heard by the Board in September 2010. All questions on this rulemaking can be directed to Scott Bacon at (916) 322-8949.
Second Workshop to be held on July 1, 2010
A workshop to discuss proposed EVR regulatory amendments will be held on July 1, 2010. This is a follow-up to the March 2, 2010 workshop where staff initially presented regulatory concepts. For more information on the workshop you can click on the links below. We will add workshop-related documents, including proposed text of regulations, to this section as they become available. Please check back as the workshop date approaches.
