Background

The ARB evaluates and tests new or modified vapor recovery systems. These systems recover the gasoline vapors generated while fueling vehicles in a service station. The goal ofthe program is to assure that the vapor recovery systems which meet the stringent certification requirements are certified expeditiously.


What's New:



Amendments to Certification and Test Procedures for Vapor Recovery Systems at Gasoline Dispensing Facilities and Cargo Tanks
The certification and test procedures (CP-204, TP-204.1, TP-204.2, and TP-204.3) for vapor recovery systems on cargo tanks and the certification and test procedures (CP-206 and TP-206.2) for vapor recovery systems at gasoline dispensing facilities with ASTs have been amended.  The test procedure (TP-206.4) for volumetric efficiency of Phase I systems for ASTs has been adopted into regulation.

Regulatory Advisory for Enhanced Vapor Recovery on Aboveground Storage Tanks – Extended Until 2015 Rulemaking
The Air Resources Board (Board) staff has extended the Regulatory Advisory issued on February 28, 2014 until mid-2015 when the ARB Board is expected to consider formal regulatory amendments. This Regulatory Advisory relates to the July 1, 2014 deadline for existing Aboveground Storage Tanks (AST) to upgrade to Phase I Enhanced Vapor Recovery (EVR). Note that the terms of this Regulatory Advisory have not changed, only the date when formal rulemaking is anticipated to occur. The Regulatory Advisory will provide relief from Phase I requirements for many ASTs. Staff has also developed a list of answers to frequently asked questions about the AST EVR Advisory.

EO VR-102-O, certifying OPW's Phase I Enhanced Vapor Recovery (EVR) System for use on underground storage tanks (UST), has been amended to include additional system components.

Letter of Intent: Including the Integral Spill Containers and Drain Plugs of Protected ASTs in Executive Orders (EO) VR-401 and VR-402
ARB staff will include the integral spill containers, with drain plug, of protected ASTs not listed in EOs VR-301 and VR-302 in the next amendment of Phase I EVR EOs VR-401 (OPW) and VR-402 (Morrison Brothers).

Franklin Fueling Systems Releases Technical Bulletin for HealyModel 807 Swivel Breakaway
Franklin Fueling Systems (FFS) released on July 31, 2014, Technical Bulletin TB0714-02, regarding the Healy Model 807 Swivel Breakaway. During field investigations with the California Air Resources Board (ARB), FFS discovered some instances where the Healy Model 807 Swivel Breakaway did not perform as intended. During normal use, some of these breakaways have separated and not shut-off as designed, resulting in uncontrolled discharge of gasoline. To address potential safety concerns, FFS is requesting immediate action for those using or distributing the Healy Model 807 Swivel Breakaway. Public Workshop to Discuss Proposed Regulatory Amendments for Aboveground Storage Tank (AST) and Enhanced Conventional (ECO) Nozzles


On July 21, 2014, July 22, 2014, and July 23, 2014, the Air Resources Board will hold a workshop to discuss proposed changes to the AST regulations and adoption of standards for ECO Nozzles.

Renewal of Standing Loss Control for Aboveground Storage Tanks (AST) Executive Orders (EO) VR-301-F and VR-302-F, and the Certification of Above Ground Tank (AGT) Vault's Protected AST and Franklin Fueling Systems' (FFS) PV-Zero Pressure Vacuum (P/V) Vent Valve
EOs VR-301-F and VR-302-F have been renewed, extending the certification of listed standing loss control vapor recovery components for an additional four years. ICI Devoe High Performance Coatings' Devthane 359H and Devthane 379 paints were removed from EO VR-301-F, and the Jensen Precast Armor Cast AST was removed from EO VR-302-F. The EOs include newly certified AGT Vault's AST and FFS' PV-Zero P/V vent valve.


Extension of Executive Order (EO) VR-401-D
EO VR-401-D, certifying OPW's Phase I Enhanced Vapor Recovery (EVR) System for use on aboveground storage tanks (AST), has been extended until July 1, 2015.


Letter of Intent: Amending Executive Order (EO) VR-301 to Include Specific Pre-EVR Protected Aboveground Storage Tanks (AST)
ARB staff intends to amend EO VR-301 to include six pre-EVR certified protected ASTs in the list of protected ASTs that meet standing loss control requirements without the addition of a certified coating system.


Public Workshop to Discuss Aboveground Storage Tank (AST) Enhanced Vapor Recovery Regulatory Advisory and Rulemaking
On April 28, 2014, April 30, 2014, and May 1, 2014, the Air Resources Board will hold a workshop to discuss the aboveground storage tank Regulatory Advisory issued on February 28, 2014 and proposed changes to the AST regulations.
