Zero Emission Vehicle Program

The ARB has been the leader in the development of programs designed to reduce emissions from mobile sources. Mobile sources account for well over half of the emissions which contribute to ozone and particulate matter air pollution in California. Zero emission vehicles (ZEVs) and near-zero emission vehicles are a key element of California's plan for attaining health based air quality standards.

Hybrid Electric Vehicle Test Procedures The ARB is modifying the existing exhaust & evaporative test procedures for Light Duty & Medium Duty Hybrid Electric Vehicles (HEVs) to better characterize emissions from all types and architectures of Hybrid Electric Vehicles including Plug-In hybrids.  Information regarding this process and the proposed modifications are shown below.  To receive information on postings to this website please sign-up on the ZEV email list.

Environmental Performance Label

Soon it will be easy to determine how each car rates when it comes to air pollution.  That is because all new cars beginning with the 2009 model year are required to display a new Environmental Performance (EP) label.  The EP label scores a vehicle’s Global Warming and Smog emissions from 1-10 with the HIGHEST scores being the cleanest vehicle options. 

Clean Vehicle Technologies Focus Groups In late 2006, the ARB held focus groups to determine California consumer and fleet manager reactions to clean vehicle technologies.
Manufacturers Advisory Correspondence (MAC) 06-03 for ZEV credit reporting and tracking MAC 06-03 provides vehicle manufacturers and other interested parties with the format to be used for reporting ZEV deliveries and placements to determine ZEV credit compliance.
Manufacturers Advisory Correspondence (MAC) 2006-02 for fast refueling capability criterion and advanced technology demonstration applications MAC 2006-02 provides vehicle manufacturers and other interested parties with fast refueling capability criterion and a list of information to be provided in an application for an advanced technology demonstration program.
fueling alternatives Rebates of up to $5,000 are available for consumers who purchase or lease new eligible alternative fuel vehicles between May 24, 2007 and March 31, 2009 or until funding runs out.
