98-4-1 Public Hearing to Consider Amendments to Heavy-Duty Vehicle Regulations: 2004 Emission Standards; Averaging, Banking, and Trading; Optional Reduced-Emission Standards; Certification Test Fuel; Labeling; Maintenance Requirements and Warranties

The proposed emission standards will have NOx emissions from new on-road heavy-duty diesel engines beginning in 2004, as called for in SIP measure M5. The proposal would allow engine manufacturers to participate in the federal averaging, banking, and trading program. Useful life, maintenance, warranty, rebuild, and other provisions are also proposed. This proposal substantially aligns California and federal requirements for these engines.

98-4-2 Public Hearing to Consider the Adoption of a Proposed Regulation titled: "Definition of Minor Violation and Guidelines for Issuance of a Notice to Comply"

Assembly Bill 2937 was enacted in May 1996 requiring the Air Resources Board to adopt a regulation classifying minor violations in the areas over which it has enforcement authority: motor vehicle fuels, consumer products and cargo tanks. Staff will present their proposed regulation and guidelines for the issuance of a "notice to comply."

98-4-3 Public Meeting to Consider Research Proposals:

Proposal Number 2355-202 entitled "The Effect of Smoke from Burning Vegetative Residues on Airway Inflammation and Pulmonary Function in Healthy, Asthmatic and Allergic Individuals," submitted by the University of California, San Francisco, for a total amount not to exceed $1,575,000. (Continued from March 26, 1998)

Open Session to Provide an Opportunity for Members of the Public to Address the Board on Subject Matters Within the Jurisdiction of the Board

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board’s jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.
