03-4-2 Public Meeting to Consider Appointments to the Research Screening Committee

Staff will recommend appointments to the Board's Research Screening Committee. The Committee reviews and recommends air pollution research projects to the Board.

Staff will present the following research proposal for Board approval:

Proposal No. 2528-229, entitled "Environmental Health Conditions in Portable Classrooms," submitted by the Research Triangle Institute, for a total amount not to exceed $100,000.

03-4-4 Public Meeting to Consider Proposed Grants for Developing New Air Monitoring Instruments

Staff will provide the Board with information regarding the development of new air monitoring instruments. The ultimate goal is commercial availability of inexpensive, easily-used instruments that can be deployed widely to assess local air quality. Staff is using the ICAT grant mechanism to facilitate this effort.

Staff from Research Division, Monitoring and Laboratory Division, CEC, USEPA, and academia have reviewed 13 proposals for projects to develop and demonstrate new instruments. The staff of the ARB has selected two of the proposals to recommend to the Board for new grants.

Half of the funds for grants will be provided by the California Energy Commission, via a contract with ARB.

Public Hearing to Consider Amendments to the Transport Mitigation Regulations

Staff is proposing amendments to the existing Ozone Transport Mitigation regulations. The major changes are to require upwind districts to adopt "all feasible measures" for ozone precursors regardless of the district's attainment status and to have "no net increase" thresholds for their permitting program be as stringent as those of downwind districts.

Public Meeting to Provide the Board With a Report on Environmental Justice Related Data Needs

Staff will present an informational report on questions raised at the January 31, 2003 board meeting on the Environmental Justice Status Report Item. The Board raised several questions related to gaps in ARB's ability to assess cumulative impacts of exposure to multiple pollutants and the range of pollutant exposures that may occur in California. Staff will respond to the questions raised and provide an update on technical methodologies being developed by staff to answer these important questions.

Public Meeting to Consider Findings on AB 2637 Vehicle Exemptions from the Basic Smog Check Program

The Board will consider whether additional vehicles should be exempted from the Basic Smog Check Program in severe federal ozone nonattainment areas.
 
 
OPEN SESSION TO PROVIDE AN OPPORTUNITY FOR MEMBERS OF THE PUBLIC TO ADDRESS THE BOARD ON SUBJECT MATTERS WITHIN THE JURISDICTION OF THE BOARD

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board's jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.

THOSE ITEMS ABOVE WHICH ARE NOT COMPLETED ON MAY 22 WILL BE HEARD BEGINNING AT 8:30 A.M ON MAY 23.
