Public Meeting to Consider Amendments to the California Reformulated Gasoline Regulations Regarding Winter Oxygen Requirements in the Lake Tahoe Air Basin and Labeling Pumps Dispensing Gasoline Containing MTBE

Executive Order D-5-99 directs the Air Resources Board (ARB) to evaluate the need for wintertime oxygenated fuel requirements in Lake Tahoe and to adopt labeling requirements for pumps dispensing gasoline containing MTBE. The staff proposes to : 1) eliminate the wintertime fuel requirement in the Lake Tahoe Air Basin; 2) require labeling of pumps dispensing gasoline containing MTBE; and 3) require documentation of the amount of MTBE in gasoline delivered for retail sale.

Public Hearing to Consider the Adoption, Amendment, and Repeal of Regulations Regarding Certification Procedures and Test Procedures for Gasoline Vapor Recovery Systems

Staff proposes amendments to four vapor recovery procedures for gasoline dispensing facilities (service stations). The certification procedure changes extend the warranty requirements and require additional information on the application for certification. Proposed revisions to the dynamic backpressure and liquid removal tests for balance systems correct errors made during the 1996 amendments. The A/L test for assist systems is proposed to be modified to reduce emissions caused by the test and gasoline vapor exposure to the tester.

Public Meeting to Consider an Update on California's Air Toxics Program and Related Community Health Issues

Staff will present an update on California's air toxics program and related community health issues. The update will include a discussion on the air toxics program framework and accomplishments of the program, as well as major initiatives underway. The presentation will also include information related to community health issues involving air toxics.

Public Meeting to Consider Research Proposals:

Proposal Number 2437-210-A, entitled "The Creation of a Single, Level 1.0 and Level 2.0 Validated Radar Profiler Wind and RASS Virtual Temperature SCOS 1997 Database," submitted by NOAA-ETL, for a total amount not to exceed $54,780.

Proposal Number 2437-210-B, entitled "The Creation of a Single, Level 1.0 and Level 2.0 Validated Radar Profiler Wind and RASS Virtual Temperature SCOS 1997 Database," submitted by PES, for a total amount not to exceed $54,061.

Proposal Number 2437-210-C, entitled "The Creation of a Single, Level 1.0 and Level 2.0 Validated Radar Profiler Wind and RASS Virtual Temperature SCOS 1997 Database," submitted by STI and coordinated through the South Coast Air Quality Management District, for a total amount not to exceed $128,806.

Proposal Number 2435-210 entitled "Demonstration of the High Volume Collection System (HVCS) for Direct Measurement of Mass Emission Rates of Hydrocarbon Leaks," submitted by Lawrence Berkeley National Laboratory, for a total amount not to exceed $109,000.

Proposal Number 2436-210, entitled "Near-Source Exposure to Crystalline Silica and Fine Mineral Fibers in California," submitted by UCD, for a total amount not to exceed $249,969.

Proposal Number 2397-206, entitled "Evaluation of Health Impacts of Multiple Toxic Air Pollutants in a Southern California Community: A Pilot Study," submitted by the University of California, Irvine, for a total amount not to exceed $270,017.
