Report to the Board on a Health Update: Impact of Climate Change on Public Health  
 
Staff will discuss a recent report by Harvard University that outlines how the combination of air pollutants, aeroallergens, heatwaves and unhealthy air masses are increasingly associated with a changing climate, causing damage to the respiratory system, particularly for growing children, and how impacts fall disproportionately on poor and minority groups in the inner cities. The health impacts of a changing climate include asthma and other respiratory illnesses, heat stress, heart disease, and infectious diseases, such as West Nile virus, which is now posing a human health risk in California.

Climate Change Detection and Attribution - Benjamin D. Santer, Ph.D.  
  Dr. Santer is an atmospheric scientist at Lawrence Livermore National Laboratory. His research focuses on such topics as climate model evaluation, the use of statistical methods in climate science, and identification of natural and anthropogenic "fingerprints" in observed climate records. Dr. Santer's early research contributed to the historic conclusion of the 1995 Assessment by the Intergovernmental Panel on Climate Change (IPCC) that "the balance of evidence suggests a discernible human influence on global climate." His recent studies illustrate that a human-induced climate change signal is identifiable in many different aspects of the climate system.

Public Hearing to Consider Proposed Regulations and Related Test Procedures to Control Greenhouse Gas Emissions from Motor Vehicles  
  Staff is proposing the adoption of regulations to achieve the maximum feasible and cost effective reduction of greenhouse gas emissions from motor vehicles. The proposal includes standards, set in terms of CO2 equivalent emissions, that encompass (1) CO2, CH4 and N2O emissions resulting directly from operation of the vehicle, (2) CO2 emissions resulting from operating the air conditioning system, (3) refrigerant emissions from the air conditioning system, and (4) upstream emissions associated with the production of the fuel used by the vehicle. The proposal recommends that one manufacturer fleet average emission standard be established for passenger cars and the lightest trucks (PC and LDT1), and a separate manufacturer fleet average emission standard be established for heavier trucks (LDT2). Staff proposes setting near-term standards, phased in from 2009 through 2012, and mid-term standards, phased in from 2013 through 2016. The proposal also includes credit for early action, and an alternative compliance mechanism based on demonstrated increased use of alternative fuels by regulated vehicles. The proposal has been developed in response to Chapter 200, Statutes of 2002 (AB 1493, Pavley).
