Open Session to Provide an Opportunity for Members of the Public to Address the Board on Subject Matters Within the Jurisdiction of the Board

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board's jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.

97-7-1 Public Meeting to Consider the 1997 Report to the Legislature--Progress Report on the Phase Down of Rice Straw Burning in the Sacramento Valley Air Basin

The Rice Straw Burning Reduction Act of 1991 requires the Air Resources Board and the California Department of Food and Agriculture to report biennially to the Legislature on the progress of the phase down of rice straw burning in the Sacramento Valley. The draft report includes an economic and environmental assessment; the status of feasible, cost-effective alternatives to rice straw burning; and recommendations from the Advisory Committee on Alternatives to Rice Straw Burning which was established under the Act. No regulatory action is being proposed.

97-7-2 Public Meeting to Consider a Status Report on the San Joaquin Valley Fine Particulate Matter Study

This item will be a status report on a collaborative study involving three levels of government and stakeholders from various regulated industries in the San Joaquin Valley. The study, which has been under way since 1991, is designed to improve understanding of the factors that affect ambient concentrations of fine particulate matter. This information will ultimately provide decision-makers with the ability to select control technologies that will attain the standards at the least cost. The study is estimated to cost $27.5 million, and it will include a one-year field data collection phase in 1999-2000.
