Report on the Phase Down of Rice Straw Burning in the Sacramento Valley Air Basin This is the third biennial report to the Legislature on the progress of the phase down of rice straw burning in the Sacramento Valley. This is an informational report only. The Board will be asked to approve the report for submittal to the Legislature, as required by the Health and Safety Code Section 41865. |

99-9-3 | Public Meeting to Consider the Status Report/Report to the Legislature
on Implementation of California's Minor Violation Program AB 2937, enacted in 1996, required the Air Resources Board (ARB) and local air districts to adopt a regulation to establish a minor violation program. The Legislation also required ARB to prepare a report to the Legislature on actions taken to implement and results of implementation by both ARB and the districts. The Board, at the April 1998 hearing in which they approved the minor violation regulation, requested a status report on implementation. A report to the Legislature, which will be presented to the Board for approval, will also serve as the status report requested at the April hearing. The report to the Legislature is due by January 1, 2000. |

99-9-4 | Public Hearing to Consider Amending the Area Designations
for State Ambient Air Quality Standards The staff will give a brief overview of the state designation criteria and designation process. Based on a review of air quality data for 1996 to 1998, the staff will recommend one change to the area designations for the state ambient air quality standards. The staff proposes to redesignate the northern portion of Sonoma County in the North Coast Air Basin from attainment to nonattainment for the state ozone standard. The rest of the North Coast Air Basin would remain designated as attainment |
