96-10-1 Public Meeting to Consider a Report on the Proposed Federal Ozone and Particulate Matter Standards

Staff will update the Board on the U.S. Environmental Protection Agency's proposal for revising the federal ozone and particulate matter standards. The presentation will include a discussion on the basis for changes to the standards, a preliminary assessment of the impacts on California, and an overview of the process for addressing implementation issues.

96-10-2 Public Hearing to Consider Technical Status and Proposed Revisions to Malfunction and Diagnostic System Requirements for 1994 and Subsequent Model Year Passenger Cars, Light-Duty Trucks, and Medium Duty Vehicles and Engines (OBD II)

The Air Resources Board (Board) will conduct a public hearing to review the technical status and implementation of California's OBD II requirements. The Board will consider amendments to the applicable regulations to address manufacturers' implementation concerns, to clarify the regulations where necessary, and to improve the effectiveness of the regulations for future model year vehicles.

Proposal No. 2230-196, entitled, "Investigation of Processes Leading to the Formation of High Ozone Concentrations Aloft in Southern California," submitted by Sonoma Technology, Incorporated, for a total amount not to exceed $378,913

Proposal No. 2299-196, entitled, "Health Effects of PM Components on Sensitive Animal Models," submitted by the University of California, Irvine, for a total amount not to exceed $439,998

Proposal No. 2298-196, entitled, "Mechanisms of Particulate Toxicity: Exposure Effects on the Respiratory System," submitted by the University of California, Davis, for a total amount not to exceed $895,000

Proposal No. 2274-196, entitled, "Development of a Short-Averaging-Time Indoor Nitrogen Dioxide Monitor," submitted by Batelle, for a total amount not to exceed $215,200


Open Session to Provide an Opportunity for Members of the Public to Address the Board on Subject Matters Within the Jurisdiction of the Board

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board’s jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.
