Community Meetings on the Investment of Cap-and-Trade Auction Proceeds to Benefit Disadvantaged and Low-income Communities

The California Environmental Protection Agency (CalEPA) and Air Resources Board (ARB) staff invite you to participate in community meetings to discuss use of Cap-and-Trade auction proceeds to fund projects that reduce greenhouse gases in disadvantaged and low-income communities to implement Senate Bill (SB) 535 (De León, Statutes of 2012) and Assembly Bill (AB) 1550 (Gomez, Statutes of 2016).

AB 1550 includes two definitions for "low-income" communities:
  • Census tracts with median household income at or below 80% of the Statewide Median Household Income
  • Census tracts with median household income at or below the threshold designated as low-income by the Department of Housing and Community Development’s (HCD) list of State income limits.
Note: When both layers are turned on, the overlap will appear as a darker regions.

Board Hearing on the Second Investment Plan


December 17, 2015

The Administration developed the Revised Draft Second Investment Plan based on the concepts presented and comments received on the Concept Paper for the Second Investment Plan and the Draft Second Investment Plan. The Revised Draft Second Investment Plan was presented at the Board Hearing on December 17, 2015.

November 2015

The State of California held a series of public workshops to receive input on the Draft Second Investment Plan for Fiscal Years 2016-17 through 2018-19.

Three workshops covering the same material were held across the State during the first week of November, 2015. In each location, representatives from the Department of Finance, in consultation with the Air Resources Board and other State agencies (Administration) provided an overview of the concepts for investment priorities for the coming years and heard public comment on potential future investments. Workshop details are provided below:

Public Workshops on Investment Plan Concepts and Draft Funding Guidelines


August 2015

The State of California held a series of public workshops to receive input on a Concept Paper for the Second Investment Plan and the Draft Funding Guidelines for Agencies Administering California Climate Investments.

Seven workshops covering the same material were held across the State. In each location, representatives from the Administration provided an overview of our early thoughts for investment priorities and heard public comment on both potential future investments and the draft Funding Guidelines. Public Workshops on Funding Guidelines for Administering Agencies


June/July 2015

State law requires ARB to develop guidance for all State agencies that receive appropriations from the Greenhouse Gas Reduction Fund, including guidance on reporting, quantification methods, and maximizing benefits to disadvantaged communities. To comply with this law, ARB is developing Funding Guidelines to help these agencies use their appropriations in a way that reduces greenhouse gases, furthers the purposes of AB 32, maximizes benefits to disadvantaged communities, and meets the other statutory requirements.

The June 16, 2015 discussion draft of the Funding Guidelines is posted below. On July 13, ARB posted additional supplemental text to the discussion draft that identifies potential changes for public discussion. A workshop to receive public comment on the discussion draft was held June 22, 2015 in Sacramento. A second public workshop was held Thursday, July 16, 2015 in Los Angeles. Workshop details are provided below:

September 18, 2014

On September 18, 2014, ARB adopted the Interim Guidance for Investments to Benefit Disadvantaged Communities to meet SB 535 requirements to maximize the benefits of investments to disadvantaged communities.

August/September, 2014

In August and September 2014, the California Environmental Protection Agency (CalEPA) and the Air Resources Board (ARB) conducted public workshops to discuss the investment of Auction Proceeds in disadvantaged communities, the identification of disadvantaged communities, and the criteria for determining benefits to disadvantaged communities in accordance with SB 535.

The State held a public hearing on the Cap-and-Trade Auction Proceeds Investment Plan: Fiscal Years 2013-2014 through 2015-2016.

February 2013

In February 2013, the State held public workshops to provide input on the development of the draft Cap-and-Trade Auction Proceeds Investment Plan for Fiscal Years 2013-14 to 2015-16. The workshops were held in Fresno, Sacramento, and Los Angeles; each workshop covered the same topics.
