Regulatory Documents for Proposed Amendments to the Regulation (Posted November 9, 2013)
The Air Resources Board will conduct a public hearing on December 12, 2013, in Sacramento, to discuss proposed amendments to the Tractor-Trailer GHG Regulation in conjunction with several other rulemakings. The public hearing notice and staff report have been posted on the proposed regulations webpage. The amended regulatory language can be found in Appendix 1-B.

Storage Trailer Exemptions Fact Sheet Now Available (Posted May 22, 2013)
A fact sheet providing storage trailer exemption information for the Tractor-Trailer GHG regulation is now available.
Compliance Tool for Truck Drivers and Shippers Now Available Online (Posted May, 21, 2013)
The California Air Resources Board (CARB) has developed a compliance tool to help truck drivers and freight shippers determine whether individual 53-foot box trailers can be legally operated in California based on whether they have been registered with CARB for an extension or an exemption to the requirements of the Tractor-Trailer Greenhouse Gas Regulation. The compliance tool can be accessed from any internet-enabled device (computers, mobile phones, tablets, etc.). The link for the compliance tool is arb.ca.gov/ghgcheck.

Clarification of Low Rolling Resistance Tire Requirements: Open Shoulder Drive Tires and Retreaded Tires (Posted December 11, 2012)
The California Air Resources Board has issued Advisory MSC 12-26 to explain how the low rolling resistance tire requirements of the regulation will be implemented for: (1) tractors that use 2 or more open shoulder drive tires and (2) 2011 and newer model year tractors and trailers that use retreaded tires.
Implementation Guidance for Modifying Trailer Aerodynamic Technologies (Posted October 25, 2012)
The California Air Resources Board has posted on its website the following document: Implementation Guidance for the Tractor-Trailer GHG Regulation 1) List of Pre-Approved Modifications to SmartWay Verified Aerodynamic Equipment for Trailers, and 2) Requirements for Obtaining California Air Resources Board Approval for Modifications (Wind Tunnel Test Procedure).
SmartWay Verified Low Rolling Resistance Tires: Archived Tire List (Posted October 4, 2012)
The California Air Resources Board has posted on its website a list of SmartWay Low Rolling Resistance tire models that are no longer verified, but can still be used in meeting the LRR tire requirements of the Tractor-Trailer Greenhouse Gas Regulation.
Clarification of Low Rolling Resistance Tire Requirements for 2010 and Older Tractors (Posted October 2, 2012)
The California Air Resources Board has issued Advisory MSC 12-19 to explain how the low rolling resistance tire requirements for 2010 and older model year tractors will be implemented. Affected tractors must use SmartWay verified tires (new or retread) by January 1, 2013. However, if a non-compliant tire was manufactured or retreaded (as determined by the U.S. Department of Transportation “DOT” date stamp on the sidewall) before January 1, 2013, the tractor may continue using it until the end of its useful tread life, or until January 1, 2015, whichever comes first. After January 1, 2015, all tires on affected tractors must be SmartWay verified, regardless of when they were manufactured.
Small Fleet Reporting (Posted August 31, 2012)
If you have a fleet of 20 or fewer 53-foot or longer box trailers and you missed the September 1, 2012 deadline to register for the small fleet compliance phase-in, you should still register per the regulatory requirements as soon as possible. ARB can exercise discretion in how we implement the regulation, and may take into consideration a good faith effort in determining compliance.

U.S. Environmental Protection Agency (EPA) Establishes Standards for SmartWay Low Rolling Resistance Retreads (Posted June 21, 2012)
U.S. EPA has announced the establishment of interim performance requirements for a tire retread verification program, and is now accepting applications from tire manufacturers for verification of their retread products. Once the tire retread products are verified with U.S. EPA, they can be used to comply with California’s Tractor-Trailer GHG regulation low rolling resistance tire requirements.
Small Fleet Registration Deadline Extended (Posted June 5, 2012)
The California Air Resources Board has issued Advisory MSC 12-09 to notify stakeholders that the registration deadline for the Small Fleet Compliance Plan has been extended to September 1, 2012. This extension will allow fleets with 20 or fewer affected trailers that have not already registered to use a compliance option under the regulation to participate in the Small Fleet Compliance Plan.
Extension of Tractor-Trailer Greenhouse Gas Regulation Registration Deadline for Large Fleets Approved – See Advisory MSC 12-06 (Posted March 23, 2012)
The California Air Resources Board (ARB) has issued Advisory MSC 12-06 to notify stakeholders that the registration and first year compliance deadlines for Option 2 of the Large Fleet Compliance Plan have been extended to June 1, 2012. This extension, approved by the California Office of Administrative Law on March 12, 2012, will provide fleets that have not already registered to use a compliance option under the regulation to participate in Option 2 of the Large Fleet Compliance Plan.
Registration Deadline for Large Trailer Fleets to be Extended - See Advisory MSC 11-39 (Posted December 28, 2011)
The California Air Resources Board (ARB) has issued Advisory MSC 11-39 to notify stakeholders that ARB is extending the registration and first year compliance reporting deadlines for Option 2 of the Large Fleet Compliance Plan to a future date that will be determined through a regulatory process. This extension would provide fleets that have not already registered to use a compliance option under the regulation to participate in Option 2 of the Large Fleet Compliance Plan. Final Rulemaking Package for the Amendments to the Regulation (Posted November 10, 2011)
Staff have posted the Final Rulemaking Package for the amendments to the regulation. The package was filed with the Office of Administrative Law (OAL) on October 26, 2011, and OAL has until December 12, 2011, to make a determination. The package includes the Final Statement of Reasons which includes ARB's responses to all comments received on the regulation during the public comment periods.

15-Day Notice of Public Availability of Modified Text (Posted August 5, 2011))
ARB has posted the Notice of Public Availability of Modified Text and Availability of Additional Documents for the Proposed Adoption of the Regulation to Reduce Greenhouse Gas Emissions from Heavy-Duty Vehicles. The notice, modified text, and Regulatory Documents are now available.
Reporting Deadline Extended for Large Fleet Compliance Phase-In (Posted June 28, 2011)
Advisory 429 explains changes in the Tractor-Trailer GHG regulation extending the reporting deadline for large fleets with 21 or more 53-foot or longer box-type trailers from July 1, 2011 to August 1, 2011.
July 1, 2011 Reporting Deadline for Large Fleets (Posted June 9, 2011)
Fleets have two options to comply with the Tractor-Trailer GHG regulation: either be in compliance by January 1, 2013, or take advantage of an option which allows a longer compliance phase-in. To take advantage of the longer phase-in, large fleets (with 21 or more trailers) must submit a compliance plan to the California Air Resources Board by July 1, 2011. The plan includes a list of trailers in the fleet and the scheduled percentage of trailers to be brought into compliance each year. The phase-in option allows fleets up to five years from 2011 through 2015 to phase-in compliance for their California bound trailers. These workshops will include an overview of the regulation and a discussion of reporting requirements and how to register in ARB's on-line Truck Regulation Upload, Compliance and Reporting System (TRUCRS). The Air Resources Board will conduct a public hearing on December 16 or 17, 2010, in Sacramento, to discuss proposed amendments to on-road and off-road regulations to reduce emissions from diesel vehicles. Specifically, the Board will consider proposed amendments to the Truck and Bus, Drayage Truck, and Tractor-Trailer GHG on-road regulations. The public hearing notice and staff report have been posted on the Rulemaking Activity web page. The Board will also be considering adoption of the Cap and Trade program.

Delay of Board Hearing to December for Consideration of Amendments to the Tractor-Trailer GHG, Truck and Bus, Off-Road, and Drayage Truck Regulations   (Posted September 3, 2010)
Due to changes in the workshop schedules regarding proposed changes to the Truck and Bus, Off Road, and Drayage Truck regulations, the Board Hearing to consider these proposed amendments as well as proposed amendments to the Tractor-Trailer GHG regulation currently slated for November will be delayed to December 9, 2010.
Delay of Board Hearing to November for Consideration of Amendments to the Truck and Bus, Off-Road, Tractor-Trailer GHG, and Drayage Truck Regulations  (Posted December 15, 2009)
Staff held workshops in June and July regarding proposed amendments to the Truck and Bus, Off-Road, Tractor-Trailer GHG, and Drayage Truck regulations. At the workshops, stakeholders requested additional time to review and comment on the following:
  • Details of planned emissions inventory updates for trucks and off-road vehicles,
  • Specific draft regulatory language,
  • ARB’s revised report on fine particulate matter (PM2.5) mortality estimates, a draft of which will be released later this summer, and
  • Proposed changes to the Drayage Truck Regulation.
To address stakeholders’ requests, the Board Hearing to consider the proposed amendments, currently slated for September 2010, will be moved to November. In the interim, staff will hold workshops in August and September to discuss the revised emission inventory and the proposed amendments. This delay in the hearing date will provide sufficient time to hold the workshops and to make any necessary adjustments after the workshops. A workshop notice will be forthcoming.
Draft Tractor-Trailer GHG Regulation Modified Regulatory Language  (Posted July 8, 2010)
A draft version of the Tractor-Trailer GHG Regulation with modifications discussed at the recent June/July 2010 worshops is now available.  The proposed modifications include:  an additional phase-in for large fleets, more flexibility for fleets to report, a storage trailer exemption, clarification of the drayage exemption, clarification of whether modifications to SmartWay verified equipment will comply with the Tractor-Trailer GHG Regulation, and other clarifying language.  This draft does not include any changes suggested by workshop participants.  
June/July Workshop Presentations  (Posted June 22, 2010)
The workshop presentations have been posted for the upcoming June/July workshops to discuss proposed amendments to the In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation (truck and bus regulation), the Heavy-Duty Vehicle Greenhouse Gas Emission Reduction Regulation (tractor-trailer GHG regulation), and the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation). A document detailing proposed minor amendments and clarifications to the in-use off-road diesel vehicle regulation has also been posted.

Workshops to Discuss Proposed Amendments  (Posted June 3, 2010)
The workshop notice for the upcoming workshops in June and July is now available. At these workshops, staff will discuss proposed amendments to the In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation (truck and bus regulation), the Heavy-Duty Vehicle Greenhouse Gas Emission Reduction Regulation (tractor-trailer GHG regulation), and the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation).  In addition, an update on the emission inventories for the truck and bus and off-road regulations will be provided.
Clarification of Registration Deadline  (Posted May 4, 2010)
The California Air Resources Board (ARB or Board) plans to consider regulatory amendments to the Tractor-Trailer GHG Regulation at a hearing planned for September 2010.  Proposed changes include adding additional flexibility to the registration and reporting requirements for large fleets participating in the optional large fleet compliance schedule.   THESE CHANGES HAVE NOT YET BEEN ADOPTED.   Therefore, fleets that choose to particpate in the phase-in should register with ARB by July 1, 2010 as specified in the currently adopted regulation.  If the proposed amendments are adopted at the September 2010 Board hearing, large fleets may then opt into the second optional compliance schedule.   Fleets that choose not to register by the current July 1, 2010 deadline run the risk of not being able to participate in an optional phase-in should the proposed amendments not be adopted.
TRUCRS Online Reporting System Ready  (Posted March 25,2010)
The TRUCRS online reporting system is now available for fleets to submit their fleet information.  The fleet owner can use the system to create a TRUCRS ID and login to TRUCRS to upload their fleet information from the 2010 Excel spreadsheet and to view the fleet information online.
TRUCRS Users Guide and Reporting Training Seminar Videos  (Posted March 25, 2010)
Videos of the Truck and Bus Regulation and Heavy Duty Greenhouse Gas Training Seminar (Part 1 & Part 2) have also been made available to provide step by step instructions on how to report using TRUCRS. A user’s guide for the Truck Regulation Upload, Compliance, and Reporting System (TRUCRS) has been released to show the reporting fleet owners how to upload their fleet information for the Truck and Bus Regulation and the Heavy Duty Greenhouse Gas Regulation.

Announcement of TRAC Members and First TRAC Meeting (Posted August 24, 2009)
ARB has selected members for the Truck Regulations Advisory Committee (TRAC) and designated subcommittees.  The first meeting will be held from 10:00 am-4:00 pm PST on September 1, 2009 at the Cal/EPA Building, 1001 I Street in Sacramento.  The TRAC meeting agenda and selected members and subcommittees are available on the TRAC webpage.
September 14th Informational Session (Posted August 13, 2009)
