DescriptionThe California Air Resources Board (CARB or Board) will conduct a public meeting at the date and time noted below to consider the approval of the Community Emissions Reduction Program (CERP) for the Arvin/Lamont Community. Please see the public agenda which will be posted ten days before the October 13, 2022, Board Meeting for any appropriate direction regarding a possible remote-only Board Meeting. This item will be considered at a meeting of the Board, which will commence at 4:00 p.m., October 13, 2022. CARB selected the Arvin/Lamont community for both a CERP and CAMP on February 25, 2021. The San Joaquin Valley Air Pollution Control District (Valley Air District) and the Arvin/Lamont Community Steering Committee (CSC) worked together to develop the CERP. The CSC unanimously supported the final CERP, and the Valley Air District’s Governing Board unanimously adopted it on June 16, 2022. The Arvin/Lamont Community Emissions Reduction Program Staff Report, released on September 23, 2022, contains a summary of CARB staff’s evaluation and recommendations to the Board. CARB staff performed a detailed review of the Arvin/Lamont CERP. Throughout the process, CARB staff attended all CSC meetings to provide information, technical assistance, and to hear the community concerns. In August 2022, CARB staff surveyed the CSC and led a portion of a CSC meeting, to hear directly from Arvin/Lamont CSC, community members, and other interested parties about their reactions to the CERP and the process. CARB staff have determined that the Arvin/Lamont CERP reflects community priorities, meets minimum criteria established by legislation and the Blueprint, and sets a foundation to deliver air pollution emissions and exposure reductions in the Arvin/Lamont Community.
