2016 Multi-purpose Lubricant Product Special Reporting Requirements

The California Air Resources Board (ARB) is conducting a Technical Assessment for Multi-purpose Lubricant products.  As specified in section 94513(f)(2) of the Consumer Products Regulation, responsible parties for Multi-purpose Lubricant products sold in California are required to submit data regarding product sales and composition for the calendar year 2016. Responsible parties are also required to provide a written update of the research and development efforts undertaken to achieve the 10 percent by weight VOC limit for these products scheduled to become effective on December 31, 2018. The data are necessary for our assessment of the feasibility of this limit.

Responsible Party

Responsible Party means the company, firm or establishment which is listed on the product's label. If the label lists two companies, firms or establishments, the responsible party is the party which the product was “manufactured for” or “distributed by,” as noted on the label.

Formulator means a company/person, other than the responsible party, that holds the ingredient information for a product.
