                                 ORGANIC COMPOUNDS
                                      RULE 48
                          INDUSTRIAL MAINTENANCE COATINGS
                            (Adopted January 17, 1990)

          8-48-100  GENERAL

          8-48-101 Description:   The  purpose  of this Rule is to limit
                   the  quantity  of  volatile  organic  compounds  in  
                   industrial maintenance coatings used on 
                   architectural structures.

          8-48-110 Exemption, Shipment and Use Outside  District:   This
                   Rule   shall  not  apply  to  industrial  maintenance  
                   coatings manufactured  or  sold  in  the  District  
                   for shipment and use outside of the District or 
                   for shipment to other  manufacturers for 
                   reformulation and/or repackaging.

          8-48-111 Exemption,  Small  Containers:   This Rule shall  not
                   apply to industrial maintenance coatings supplied 
                   in containers having capacities of one liter 
                   (1.1 qt.) or less.

          8-48-112 Exemption,  Non-refillable  Aerosol  Containers:   This
                   Rule shall not apply to industrial maintenance 
                   coatings sold in non-refillable aerosol containers.  
                   Application of coating from aerosol containers is 
                   subject to the provisions of Regulation 8, Rule 49.

          8-48-200  DEFINITIONS


          8-48-201  Architectural Substrate: Any stationary structure and
                    its appurtenances.

          8-48-202 Appurtenance:   Accessories   to   an   architectural
                   structure   including,  but  not  limited  to:  hand  
                   railings, cabinets, bathroom  and  kitchen fixtures, 
                   fences, rain-gutters and down-spouts, window screens,  
                   lamp-posts,  heating  and air conditioning equipment, 
                   other mechanical equipment, large fixed
                   stationary tools and concrete forms.

          8-48-203 High  Temperature  Industrial  Maintenance  Coatings:
                   Industrial  Maintenance  Coating formulated for and 
                   applied to architectural  substrates exposed  to  
                   temperatures  above  400
                   degrees Fahrenheit.

          8-48-204 Industrial  Maintenance  Anti-Graffiti Coatings: Two-
                   component clear industrial maintenance  coatings 
                   formulated for and  applied to exterior walls and 
                   murals  to  resist  repeated scrubbing and exposure 
                   to harsh solvents.

          8-48-205 Industrial  Maintenance  Coating:  Until  January  1,
                   1991,  high  performance coatings formulated for 
                   and applied to substrates that  are  exposed  to  
                   one or more of the following extreme 
                   environmental conditions:
             
             205.1 immersion in water, wastewater  or chemical solutions
                   (aqueous  and  non-aqueous  solutions) or chronic  
                   exposure  of interior surfaces to moisture 
                   condensation;
             
             205.2 acute or chronic exposure  to  corrosive,  caustic or
                   acidic  agents,  or  to  chemicals,  chemical  
                   fumes,  chemical mixtures, or solutions;
               
             205.3 repeated exposure to temperatures in excess of 250oF;
             
             205.4 repeated  heavy  abrasion, including mechanical  wear
                   and repeated scrubbing with  industrial solvents, 
                   cleansers, or scouring agents; or
             
             205.5 exterior exposure of metal structures. Effecive January 1,
                   1991, high performance coatings  formulated  for 
                   and applied to substrates in industrial, commercial or 
                   institutional situations  that  are  exposed  to 
                   one or more of the following extreme environmental 
                   conditions:
             
             205.1 immersion in water, wastewater  or chemical solutions
                   (aqueous  and  non-aqueous  solutions) or chronic  
                   exposure  of interior surfaces to moisture 
                   condensation;
             
             205.2 acute or chronic exposure to corrosive, caustic or acidic
                   agents, or to chemicals, chemical  fumes, chemical 
                   mixtures, or solutions;
             
             205.3 repeated exposure to temperatures in excess of 250oF;
             
             205.4 repeated  heavy abrasion, including  mechanical  wear
                   and repeated scrubbing  with industrial solvents, 
                   cleansers, or scouring agents; or
             
             205.5 exterior exposure of metal structures. Industrial
                   Maintenance Coatings  are not for residential use 
                   or for use in areas of industrial, commercial,  or  
                   institutional  facilities such as office space and 
                   meeting rooms.

          8-48-206 Residential Use: Use in areas where people reside  or
                   lodge  including, but not limited to single and 
                   multiple family dwellings,  condominiums,  mobile  
                   homes,  apartment complexes, motels, and hotels.

          8-48-207 Volatile  Organic  Compound:  Any  organic   compound
                   (excluding  methane,  carbon monoxide, carbon 
                   dioxide, carbonic acid, metallic carbides  of  
                   carbonates and ammonium carbonate) which  would  
                   be emitted during  use,  application,  curing  or
                   drying of a solvent or surface coating.
             
             207.1 For purposes of calculating VOC content of a coating,
                   any water or the following non-precursor 
                   organic compounds:
                         methylene chloride
                         1,1,1 trichloroethane
                         trichlorotrifluoroethane (CFC-113)
                         trichlorofluoromethane (CFC-11)
                         dichlorodifluoromethane (CFC-12)
                         dichlorotetrafluoroethane (CFC-114)
                         chloropentafluoroethane (CFC-115)
                   shall not be considered to be part of the coating.

          8-48-208 Metallic  Pigmented Coatings:  Coatings containing at
                   least 0.4 pounds of metallic  pigment  per 
                   gallon of coating as applied.

          8-48-209 Pre-treatment Wash Primers:  Coatings which contain a
                   minimum of 1/2% acid by weight, applied  directly 
                   to bare metal surfaces to provide necessary 
                   surface etching.

          8-48-300  STANDARDS

          8-48-301 Limits:  A  person shall not sell,  offer  for  sale,
                   supply, apply, manufacture  for  sale  within  
                   the District, or solicit  the  application  of  
                   any  coating  that  exceeds  the following limits  
                   (expressed  as  grams  of  VOC per liter  as
                   applied,  excluding  water, exempt solvents, 
                   and  any  colorant added to tint bases) after 
                   the dates below:

               If anywhere on the container of any coating 
               listed in this Section on any sticker  or  label  
               affixed  thereto,  or in any sales  or  advertising  
               literature, any representation is  made that the coating 
               may be used  as,  or  is suitable for use as a coating  
               for which a lower VOC standard is  specified  in  this
               section, then  the  lowest  VOC  standard  shall  apply.   
               This requirement  does  not  apply  to  the  
               representation  of  the following coatings in the 
               manner specified:
             301.1 High-Temperature   Industrial  Maintenance  Coatings,
                   which may be represented as metallic pigmented 
                   coatings for use consistent with the definition  
                   of  high temperature industrial maintenance coatings.
             
             301.2 Metallic Pigmented Coatings, which may be recommended
                   for use as industrial maintenance coatings.

          8-48-302 Date of Manufacture: Sale or application of a coating
                   manufactured prior to the effective date  of  the 
                   corresponding standard  and  not  complying  with  
                   that standard,  shall  not constitute a violation of 
                   Section 8-48-301  until  three  years after the effective 
                   date of the standard.

          8-48-303 Surface   Preparation   and   Cleanup   Solvent:  The
                   requirements  of  the  section shall apply to any person  
                   using organic solvent for surface preparation and clean-up.
             
             303.1 A person shall  use closed containers for the storage
                   or  disposal  of  cloth  or paper  used  for  solvent,  
                   surface preparation and cleanup.
             
             303.2 A person shall store fresh or spent solvent in closed
                   containers.
             
             303.3 A person shall not  use  organic  compounds  for  the
                   cleanup   of  spray  equipment  including  paint  
                   lines  unless equipment for  collecting the cleaning 
                   compounds and minimizing their evaporation to the 
                   atmosphere is used.

          8-48-400 ADMINISTRATIVE REQUIREMENTS

          8-48-401 Date of  Manufacture:  Containers  for  all  coatings
                   subject  to this Rule shall display the date of 
                   manufacture  of the contents or a code indicating 
                   the date of manufacture.  The manufacturers  of  
                   such  coatings  shall  file with the APCO an
                   explanation of each code.

          8-48-402 Labeling Requirements:
             
             402.1 Containers   for   all   coatings  subject   to   the
                   requirements  of  this  Rule shall carry  a  statement  
                   of  the manufacturer's  recommendation   regarding   
                   thinning   of  the coatings.  This requirement shall 
                   not apply to the thinning  of coating  with water.  
                   The recommendation shall specify that the
                   coating  is  to  be  employed  without  thinning  
                   under  normal environmental    and   application   
                   conditions,   unless   the recommendation for  
                   thinning  does  not  cause  the  coating to
                   exceed its applicable standard.
             
             402.2 Each   container   of  any  coating  subject  to  the
                   requirements of this rule manufactured  after  
                   January 1, 1991, shall display the maximum volatile 
                   organic compound  content of the  coating, as applied, 
                   and after thinning as recommended by the 
                   manufacturer.   Volatile  organic compound 
                   content shall be displayed as grams of volatile  
                   organic  compound  per liter of coating,  excluding  
                   water,  exempt  solvents  and any colorant
                   added  to  tint  bases.   Volatile  organic  
                   compound   content displayed may be calculated 
                   using product information data,  or
                   may be determined using the test method in 
                   Section 8-48-601.
             
             402.3 Beginning   January   1,  1991,  the  labels  of  all
                   industrial maintenance coatings shall  prominently  
                   display the statement "Not for Residential Use" or 
                   "Not for Residential Use in California."

          8-48-600  Manual of Procedures

          8-48-601 Analysis  of  Samples:  Samples  of  volatile organic
                   compounds as specified in Section 8-48-301 shall be 
                   analyzed as prescribed in the Manual of Procedures, 
                   Volume III,  Method  21 or 22.
