       Sec 22.  PERMIT FORM.  Permits issued pursuant to Section 10 shall
                be in a form approved by the Air Pollution Control District 
                and shall conform to the requirements of Section 41854 of 
                the California Health and Safety Code.

          
       Sec 23.  The Air Pollution Control Officer may cancel or alter the
                condition on any agricultural burning permit issued when 
                he deems it necessary to prevent excessive air pollution 
                within the District.

       Sec 24.  Notwithstanding any other provisions of this Article, no
                agricultural burning is permitted for the purpose of 
                disposing of combustible waste if such waste is the 
                by-product of any process which occurs after harvest.
