                                       Rule 913
                             Standard of Performance for
                                Iron and Steel Plants


          (a)  Definitions

               (1)  BASIC   OXYGEN   PROCESS   FURNACE  means  any  furnace
                    producing steel by charging scrap steel, hot metal, and
                    flux materials into a vessel  and  introducing  a  high
                    volume of an oxygen - rich gas.

               (2)  STEEL PRODUCTION CYCLE means the operations required to
                    produce  each batch of steel and includes the following
                    major functions:   scrap  charging,  pre-heating  (when
                    used),  hot  metal  charging,  primary  oxygen blowing,
                    additional blowing (when used) and tapping.

          (b)  Emission Standard

               This rule applies to basic oxygen process furnaces  of  iron
               and   steel   plants,   the  construction,  modification  or
               reconstruction of which commenced after June 11, 1973.

               On an after the date on which  the performance test required
               to be conducted by Rule 902 (b)(1) is completed, no owner or
               operator of a facility subject to  the  provisions  of  this
               rule  shall  cause  to be discharged into the atmosphere any
               gases  which contain particulate  matter  in  excess  of  50
               milligrams  per  dry  standard cubic meter (0.022 grains per
               dry standard cubic foot).

          (c)  Testing Procedure

               Emissions shall be tested according to the methods specified
               by the Air Pollution Control Officer.
