                          Asbestos Waste Disposal Site Fees


          (a)  GENERAL DESCRIPTION

               This  rule requires a fee, pursuant to California Health and
               Safety Code Section 41512.5, to be charged to asbestos waste
               disposal  sites  including,  but  not limited to, active and
               inactive   landfills,   incinerators,  and   convection   or
               destruction processes, to cover the cost of evaluating plans
               required  by  law  or  by  district   rules  or  regulations
               including,  but  not  limited  to,  review,  inspection  and
               monitoring related thereto.

          (b)  ASBESTOS WASTE DISPOSAL SITE FEES

               For each asbestos waste disposal site  subject  to Rule 1002
               (b), the owner or operator shall pay the following  fees  on
               or before January 1 of each year.

               (1)  For   each   asbestos  containing  material  processing
                    facility  subject  to  Rule  1002(b)(7)  the  owner  or
                    operator shall  pay,  in  addition  to the fees of Rule
                    301, a fee of $1,000.00 per year.

               (2)  For  each  waste  disposal site not actively  receiving
                    asbestos containing  material  for  disposal subject to
                    Rule 1002 (b) (8), the owner or operator  shall pay, in
                    addition to fees required by Rule 308, a fee of $200.00
                    per year.

               (3)  For   each   waste  disposal  site  actively  receiving
                    asbestos containing  material  for  disposal subject to
                    Rule 1002(b) (9), the owner or operator  shall  pay, in
                    addition to Rule 308, a fee of $1,000.00 per year.

          (c)  LATE FEE

               If  the asbestos waste disposal site fees are not paid  when
               due, the fees shall be increased as required by Rule 300 and
               the owner  or  operator  of  an asbestos waste disposal site
               shall thereupon be mailed a second notice which reflects the
               in-creased fees.  If the increased  fees are not paid within
               30   days   of   the   second   notice,   the  "Permits   to
               Operate/Authority to Construct", which are  related  to  the
               asbestos  waste  disposal site, will be revoked according to
               Health and Safety Code Section 42307.  Reinstatement of such
               permits may require compliance with all applicable Rules and
               Regulations of the  District,  and  payment  of all fees and
               penalties specified within this Regulation.
