Rule 915

Standards of Performance for the

Phosphate Fertilizer Industry



(a) Definitions

(1) TOTAL FLUORIDES means elemental fluorine and all

fluoride compounds as measured by reference methods

specified in 40 CFR 60 Appendix A (August 6, 1975), or

equivalent or alternative methods.

(2) EQUIVALENT P2 O5 FEED means the quantity of

phosphorous, expressed as phosphorous pentoxide, fed to

the process.

(3) WET-PROCESS PHOSPHORIC ACID PLANT means any facility

manufacturing phosphoric acid by reacting phosphate

rock and acid.

(4) SUPERPHOSPHORIC ACID PLANT means any facility which

concentrates wet-process phosphoric acid to 66 percent

or greater P2O5 content by weight for eventual

consumption as a fertilizer.

(5) GRANULAR DIAMMONIUM PHOSPHATE PLANT means any plant

manufacturing granular diammonium phosphate by reacting

phosphoric acid with ammonia.

(6) TRIPLE SUPERPHOSPHATE PLANT means any facility

manufacturing triple superphosphate by reacting

phosphate rock with phosphoric acid. A run-of-pile

triple superphosphate plant includes curing and

storing.

(7) RUN-OF-PILE TRIPLE SUPERPHOSPHATE means any triple

superphosphate that has not been processed in a

granulator and is composed of particles at least 25

percent by weight of which (when not caked) will pass

through a 16 mesh screen.

(8) GRANULAR TRIPLE SUPERPHOSPHATE STORAGE FACILITY means

any facility curing or storing granular triple

superphosphate.

(9) FRESH GRANULAR TRIPLE SUPERPHOSPHATE means granular

triple superphosphate produced no more than ten days

prior to the date of the performance test.

(b) Emission Standard

(1) This rule applies to the following facilities, the

construction, modification or reconstruction of which

commenced after October 22, 1974:

(A) Process Plants

(i) Wet-process phosphoric acid plants including

any combination of reactors, filters,

evaporators, and hotwells.

(ii) Superphosphate acid plants including any

combination of evaporators, hotwells, acid

sumps and cooling tanks.

(iii)Diammonium phosphate plants including any

combination of reactors, granulators, dryers,

coolers, screens and mills.

(iv) Triple superphosphate plants including any

combination of mixers, curing belts (dens),

reactors, granulators, dryers, cookers,

screens, mills and facilities which store

run-of-pile triple superphosphate.

(B) Granular triple superphosphate storage facilities

including any combination of storage or curing

piles, conveyors, elevators, screens and mills.

(2) On and after the date on which the performance test

required to be conducted by Rule 902 (b)(1) is

completed, no owner or operator of a facility subject

to this rule shall cause to be discharged into the

atmosphere any gases which contain:

(A) Process Plants

(i) From wet-process phosphoric acid plants:

total fluorides in excess of 10.0 grams per

metric ton of equivalent P2O5 feed (0.020

lb/ton).

(ii) From superphosphoric acid plants: total

fluorides in excess of 5.0 grams per metric

ton of equivalent P2O5 feed (0.010 lb/ton).

(iii)From diammonium phosphate plants: total

fluorides in excess of 30.0 grams per metric

ton of equivalent P2O5 feed (0.060 lb/ton).

(iv) From triple superphosphate plants: total

fluorides in excess of 100 grams per metric

ton of equivalent P2O5 feed (0.20 lb/ton).

(B) From granular triple superphosphate storage

facilities: total fluorides in excess of 0.25

grams per hour per metric ton of equivalent P2O5

stored (5.0 x 10-4 lb/hr/ton of equivalent P2O5

stored).

(c) Monitoring

The owner or operator of any of the five categories of

phosphate fertilizer facilities subject to the provision of

this rule shall be required to:

(1) Process Plants

(A) Install, calibrate, maintain, and operate a flow

monitoring device which can be used to determine

the mass flow of phosphorous - bearing feed

material to the process. The monitoring device

shall have an accuracy of +or- 5 percent over its

operating range.

(B) Maintain a daily record of equivalent P2O5 feed by

multiplying the total mass flow rate in metric

tons per hour of phosphorous-bearing feed times

the percentage P2O5 content.1

(C) Install, calibrate, maintain, and operate a

monitoring device which continuously measures and

permanently records the total pressure drop across

the process scrubbing system. The monitoring

device shall have an accuracy of +or- 5 percent

over its operating range.

(2) Granular triple superphosphate storage facilities.

(A) Maintain an accurate account of triple

superphosphate in storage to permit the

determination of the amount of equivalent P2O5

stored.

(B) Maintain a daily record of total equivalent P2O5

stored by multiplying the percentage P2O5 content1

times the total mass of granular triple

superphosphate stored.

1. Percentage P2O5 content shall be determined by the

spectrophotometric molydovanadophosphate method (ADAC

Method 9) published in the Official Methods of Analysis

of the Association of Official Analytical Chemists,

11th Edition, 1970, pp 11-12, or other method approved

by the control officer.

(C) Install, calibrate, maintain, and operate a monitoring

device which continuously measures and permanently

records the total pressure drop across the process

scrubbing system. The monitoring device shall have an

accuracy of +or- 5 percent over its operating range.

(d) Testing Procedures

Emissions shall be tested according to the methods specified

by the Air Pollution Control Officer.
