PLAAPCD RULE 605 PERMIT FEES - LAKE TAHOE AIR BASIN

          This  Rule  is  applicable to the Lake Tahoe Air Basin portion of
          the  District  (i.e.  excludes  Sacramento  Valley  and  Mountain
          Counties Air Basin  portions  of  the District) and requires that
          fees be paid for:

          (1) filing a permit application;
          (2) permit to operate;
          (3) duplicate permits;
          (4) change of equipment;
          (5) transfer of ownership;
          (6) alterations or additions to equipment;
          (7) revision of permit conditions;
          (8) annual permit renewal; and
          (9) annual permit based on emissions.

          Federal,  state  or  local  governmental   agencies   or   public
          districts, shall pay the fees to the extent allowed under Chapter
          2,  Division  7,  Title 1 of the Government Code (commencing with
          Section 6103) and Chapter  55,  Part 3, Division 26 of the Health
          and Safety Code.

          The  use of revenue derived from the  application  of  this  Rule
          shall be governed by Health and Safety Code Section 43211; 42364.

          A.   Filing Fee

               1.   Every  applicant filing for a permit shall pay a filing
                    fee of $50.00.

               2.   If an application  for  a  permit  is  cancelled, or is
                    denied, and such denial becomes final, the  filing  fee
                    required  herein  shall  not be refunded nor applied to
                    any subsequent application.

          B.   Initial Permit Fee

               1.   Every applicant who files  an  application for a permit
                    shall, in addition to the filing  fee,  pay the initial
                    permit fee for the issuance of a permit to  operate  in
                    the  amount  prescribed  in  the schedules set forth in
                    Section (D).

               2.   With exception of the fees provided  in  Schedule 6, if
                    more than one fee schedule is applicable to a permit to
                    operate,  the  governing  schedule shall be that  which
                    results in the higher fee.

               3.   After the provisions for granting  permits as set forth
                    in Division 26 of the Health and Safety  Code and these
                    Rules  and  Regulations  have  been complied with,  the
                    applicant shall be notified, in  writing, of the fee to
                    be  paid for issuance of the permit  to  operate.  Such
                    notice  may be given by personal service or by deposit,
                    postpaid,  in the United States mail and shall serve as
                    a temporary permit to operate for 30 days from the date
                    of personal  service  or mailing. Nonpayment of the fee
                    within this period of time  will result in cancellation
                    of the application.
          
          C.   Annual Permit Renewal Fee

               All permits to operate shall be renewed  one  year after the
               date of issuance. On the anniversary of the date of issuance
               of the permit to operate, permittee will be notified by mail
               of the annual permit renewal fee due and payable. The annual
               permit renewal fee for a permit to operate shall  be  in the
               amount  shown in the schedules set forth in Section (D).  If
               the renewal  fee is not paid within 30 days after it becomes
               due, the fee shall  be  increased  by  one  half  the amount
               thereof,  and  the permittee shall thereupon be notified  by
               mail of the increased  fee. If the increased fee is not paid
               within 30 days after such  notice  the permit will be voided
               and the permittee will be notified by  mail. A voided permit
               may be reinstated only by submitting a new  application  for
               permit  accompanied  by  the  payment in full of all accrued
               fees and fee penalties. The provisions  of  this  subsection
               shall  apply  to  previously issued biennial permits on  the
               date of expiration.

          D.   Schedules for Initial  Permit  Fee  and  Annual  Permit  Fee
               Renewal Fee

               1.   Schedule 1, Motor Horsepower Schedule:

                    Any  equipment  using motors as a power source shall be
                    assessed a permit  fee  based  on  the cumulative total
                    rated horsepower of all motors included  in  accordance
                    with the following schedule:

               2.   Schedule 2, Fuel Burning Schedule:

                    Any  equipment  in  which  fuel  is  burned,  with  the
                    exception of incinerators which are covered in Schedule
                    4, shall be assessed a permit fee based upon the design
                    fuel   consumption   of   the  equipment  expressed  in
                    thousands  of British Thermal  Units  (BTU)  per  hour,
                    using gross  heating  values of the fuel, in accordance
                    with the following schedule:

               3.   Schedule 3, Electrical Energy Schedule:

                    Any equipment which uses  electrical  energy,  with the
                    exception  of  motors  covered in Schedule 1, shall  be
                    assessed  a  permit fee based  on  the  total  kilovolt
                    ampere (KVA) ratings,  in accordance with the following
                    schedule:

               4.   Schedule 4, Incinerator Schedule:

                    Any equipment designed and used primarily to dispose of
                    combustible  refuse by wholly  consuming  the  material
                    charged leaving  only  the  ashes  or  residue shall be
                    assessed  a permit fee based on the following  schedule
                    of the maximum  horizontal inside cross-sectional area,
                    in square feet of the primary combustion chamber:

               5.   Schedule 5, Stationary Container Schedule:

                    Any stationary tank,  reservoir,  or  other  container,
                    with the exception of stationary storage tanks  covered
                    in Schedule 6 herein, shall be assessed a permit fee on
                    the  following  schedule  of  capacities  in gallons or
                    cubic equivalent:

               6.   Schedule 6, Gasoline Fueling Equipment Schedule:

                    Any  gasoline  fueling  equipment at a single location,
                    including    stationary   gasoline    storage    tanks,
                    dispensers, and  vapor recovery systems where required,
                    shall be assessed  a  single  permit  fee  based on the
                    number  of  gasoline  dispensing nozzles, in accordance
                    with the following schedule:

               7.   Schedule 7, Miscellaneous Schedule:

                    Any equipment which is  not  included  in the preceding
                    Schedules  shall be assessed an initial permit  fee  of
                    $30.00 and an annual permit fee of $15.00.

          E.   Permit Fee Exceptions

               Notwithstanding the  provisions of Section (B) of this Rule,
               permits to operate the following equipment shall be assessed
               an initial permit fee of $50.00 and an annual permit renewal
               fee of $25.00:

               1.   Each permit of a dry cleaning plant.

               2.   Equipment  used  as   steam   generators,  steam  super
                    heaters, water boilers, water heaters,  and closed heat
                    transfer  systems  that  have  a  heat input less  than
                    12,600,000 kilogram-calories (50,000,000  BTU) per hour
                    (gross)  fired  exclusively  with  natural gas,  liquid
                    petroleum gas, propane or any combination thereof.

               3.   Silk-screen printing equipment.

               4.   Equipment  with  a  capacity  less than  15,000  liters
                    (4,000 gallons) used exclusively  to  mix  solvents and
                    surface coatings.

               5.   Spray coating equipment operated outside of  a  control
                    enclosure.

               6.   Vapor  degreasing  equipment  using non-photochemically
                    reactive organic materials only.

               7.   Portable abrasive blasting equipment.

               8.   Mobile asphalt or coal tar pitch roofing equipment.

               9.   Internal combustion engines of  less  than  4,000 brake
                    horsepower driving electrical generators.
          F.   Change in Location or Ownership

               When  an  application  is  filed  for  a permit because  the
               equipment has been moved to a new location, or ownership has
               been transferred from one person to another  and a permit to
               operate  had previously been granted for such equipment  and
               has not been  voided  in accordance with Section (C) of this
               Rule, the applicant shall pay the fee provided in subsection
               (A)(1) and a permit fee  equivalent  to  50  percent  of  an
               initial permit fee as set forth in Section (B) of this Rule.
          G.   Alterations, Additions or Revisions

               1.   When  an  application  is  filed for a permit involving
                    alterations or additions resulting  in  a change in any
                    existing  equipment for which a permit to  operate  was
                    granted, and  has  not  been  voided in accordance with
                    Section (C) of this Rule, the applicant shall pay a fee
                    as provided in subsection (A)(1)  and in addition shall
                    pay a permit fee based upon the incremental increase in
                    rating, capacity or increase in the  number  of nozzles
                    resulting from such change, as determined from  the fee
                    schedule in Section (D).

               2.   When   an  application  is  filed  for  a  revision  of
                    conditions, on a permit to operate or for an alteration
                    of addition,  but  no  increase  or  change  in rating,
                    capacity  or number of nozzles the applicant shall  pay
                    the fee provided in subsection (A)(1).

          H.   Permit to Operate Granted or Denied by Hearing Board

               If a permit to operate is granted by the Hearing Board after
               denial  of  an application  by  the  Air  Pollution  Control
               Officer or after the applicant deems his application denied,
               the applicant  shall pay the prescribed permit fee within 30
               days after the date  of  the  decision of the Hearing Board.
               Nonpayment  of  the fee within this  period  of  time  shall
               result in cancellation of the permit and application.

          I.   Duplicate Permits

               A request for a duplicate permit shall be made in writing by
               the permittee after the destruction, loss or defacement of a
               permit. A fee of  $10.00  shall  be  charged  for  issuing a
               duplicate permit.

          J.   Applicability of Fees

               When an application is submitted for transfer of location or
               ownership   under   Section   (F)  of  this  Rule,  and  for
               alterations, additions or revisions  under  Section  (G)  of
               this  Rule,  the  section  resulting  in the highest initial
               permit fee shall apply.
