          100  GENERAL

               101  PURPOSE:  The purpose of this rule is to establish the
                    administrative requirements and the schedule of fees to
                    be paid for:

                    1.   Agricultural Waste Burning (Field Crop Waste)
                    2.   Agricultural Waste Other Than Field Crop Waste
                    3.   Right of Way, Levee, Ditch Burning
                    4.   Landclearing Burning
                    5.   Forest Management Burning
                    6.   Wildland Vegetative Management Burning
                    7.   Rangeland Improvement Burning
                    8.   Hazard Reduction Burning
                    9.   Fire Training Burning
                    10.  Special Permit to Burn on a No Burn Day

               102  PUBLIC AGENCIES NOT EXEMPT:  Federal, state and local
                    governmental agencies or public districts shall pay for
                    the APCD burn permit to the extent allowed under
                    Chapter 2, Division 7, Title 1 of the Government Code
                    (commencing with Section 6100) and Sections 42311 et
                    seq. of Division 26 of the California Health and Safety
                    Code.

               103  EXEMPTION, RESIDENTIAL RUBBISH BURNING:  Nothing in the
                    rule shall be construed as requiring persons doing
                    residential rubbish burning as defined in Rule 102,
                    Definitions, to pay an APCD burn permit fee.

               104  EXEMPTION, MOUNTAIN COUNTIES AND LAKE TAHOE AIR BASINS:
                    Those permit holders in the Mountain Counties and Lake
                    Tahoe Air Basins of Placer County are not subject to
                    Rule 608, Control Council Fee.

          200  DEFINITIONS
               For the purpose of this rule the following definitions shall
               apply.  All other terms are as defined in Rule 102,
               Definitions.

               201  AGRICULTURAL WASTE (FIELD CROP WASTE):  Agricultural
                    waste (field crop waste) is defined as unwanted or
                    unsellable materials produced wholly from the growing
                    and harvesting of field crops for the primary purpose
                    of making a profit, or providing a livelihood, or the
                    conduct of agricultural research or instruction by an
                    educational institution.  In addition, materials not
                    produced from the growing and harvesting of field
                    crops, but which are intimately related to the growing
                    or harvesting of field crops, such as vegetation along
                    roadways, fence lines, irrigation ditches, field
                    borders and levees are part of such waste.

               202  AGRICULTURAL WASTE OTHER THAN FIELD CROP WASTE:
                    Agricultural waste other than field crop waste is
                    defined as any unwanted or unsellable materials
                    produced wholly from agricultural operations except
                    field crops and materials not produced from
                    agricultural operations, but which are intimately
                    related to the growing or harvesting of crops.  In
                    addition materials not produced from the growing and
                    harvesting of field crops, but which are intimately
                    related to the growing or harvesting of crops, such as
                    vegetation along roadways, fence lines, irrigation
                    ditches, field borders and levees are part of such
                    waste.

               203  APCD BURN PERMIT:  An APCD burn permit is defined as a
                    burn permit issued by the APCD, for all permissible
                    burning, except for Residential Rubbish Burning.
               204  VALIDITY:  An APCD burn permit is valid for only the
                    amount of acreage for which fees have been paid
                    pursuant to Subsection 300, Standards, of this rule.

          300  STANDARDS

               301  APCD BURN PERMIT FEE:

                    301.1     All APCD burn permit fees shall be paid prior
                              to the issuance of an APCD burn permit.

                    301.2     Every applicant for an APCD burn permit is
                              required to pay a burn permit fee of $30.00,
                              and an acreage fee as applicable under
                              Subsection 302, Schedules for APCD Acreage
                              Fees.

               302  SCHEDULES FOR APCD ACREAGE FEES:

                    The following charges shall be made by the Placer
                    County Air Pollution Control District for APCD burn
                    permits.  Each type of air pollution control burning
                    permit, for which the applicable fees have been paid,
                    shall be valid for 12 contiguous months from the date
                    of issuance, unless otherwise specified on the APCD
                    burn permit.

                    302.1     AGRICULTURAL WASTE BURNING (FIELD CROP
                              WASTE):  Burning as defined by Rule 607,
                              Subsection 201.

                         Control Council Fee as per Rule 608      $ 5.00
                         APCD Burn Permit                         $30.00
                         Acreage Fee                              $ 0.50/acre
                                                                 

                    302.2     AGRICULTURAL WASTE OTHER THAN FIELD CROPS:
                              Burning as defined by Rule 607, Subsection
                              202.

                    302.6     LANDCLEARING BURNING:  Burning conducted
                              under Rule 318.

                              Only as authorized by the APCO or her/his
                              designee.  (This Fee is in addition to the
                              fee paid for a regular APCD Burn Permit.)

                         No charge for acreage to be burned

               303  CANCELLATION OF APCD BURN PERMIT:  If an APCD burn
                    permit is cancelled, the fees paid shall not be
                    refunded nor applied to any other APCD permit.


          400  ADMINISTRATIVE REQUIREMENTS

               401  COMPLIANCE UPON ADOPTION OF RULE

                    Any person, subject to this rule shall comply with all
                    the requirements upon September 7, 1993, and
                    thereafter.

               402  COMPLETION OF APCD BURN PERMIT IN FULL

                    All information on the APCD burn permit shall be 
                    completed in full.
