100 GENERAL

101 TITLE:  These rules and regulations adopted pursuant to Division 26, Sections 40702, 41850, 42300, 42311, and 42364 of the California Health and Safety Code, shall be known as the Rules and Regulations of the Air Pollution Control District of the County of Sacramento.

102 - STANDARD CONDITIONS:  "Standard Conditions" are a gas temperature of 15oC (59oF) and a gas pressure of 760 millimeters of mercury (14.7 pounds per square inch absolute). Results of all analyses and tests shall be calculated or reported at this gas temperature and pressure.

103 - AUTHORITY TO ARREST:  In the performance of his duties, the Air Pollution Control Officer and his duly authorized agents shall have the authority and immunity of Public Officers and employees as set forth in the California Penal Code Section 836.5 to make arrests without a warrant whenever he has reasonable cause to believe that the person to be arrested has committed a misdemeanor in his presence which is in violation of any of the rules and regulations of this air pollution control district wherein he has the authority to enforce or of any statute which he has the authority to enforce.

104 - DISCLOSURE OF DATA:  The Air Pollution Control Officer shall, upon due notice, make the following data and information available to the public and other government agencies for examination and provide copies thereof when appropriate:


200 DEFINITIONS

201 - DEFINITIONS REFERENCED: Except as otherwise specifically provided in these rules and except where the context otherwise indicates, words used in these rules are used in Part 3, Division 26 of the California Health and Safety Code.

202 - PERSON:  Any person, firm, association, organization, partnership, business trust, corporation, company, contractor, supplier, installer, user or owner, or any state or local government agency or public district or any officer or employee thereof.

203 - BOARD: The Air Pollution Control Board of the Air Pollution Control District of Sacramento County.

204 - SECTION:  A section of the Health and Safety Code of the State of California unless some other statute is specifically mentioned.

205 - RULE:  A rule of the Air Pollution Control District of Sacramento County.

206 - REGULATION:  One of the major subdivisions of the Rules of the Air Pollution Control District of Sacramento County.

207 - ATMOSPHERE:  The air that envelopes or surrounds the earth. Where air pollutants are emitted into a building not designed specifically as a piece of air pollution control equipment, such emission into the building shall be considered an emission into the atmosphere.

208 - EXEMPT COMPOUND:  A chemical identified in the following list:

209 - VOLATILE ORGANIC COMPOUND (VOC): Any compound containing at least one atom of carbon, excluding any exempt compound.
