          100 GENERAL

              101  PURPOSE:   To  establish  permit  fees  to be charged to
                   agricultural sources subject to Regulation 5.

          300 STANDARDS

              301  FEES:  Every applicant for a permit to burn agricultural
                   waste shall pay fees in accordance with Schedules  1 and
                   2.
                   301.1   SCHEDULE 1:  FIELD CROPS
                           a.  Minimum Fee (100 Acres or Less)$50.00
                               Over 100 Acres                   $.50 each
                                                                     acre
                           b.  The minimum fee shall be required only  once
                               per applicant for each fiscal year.
                   302.2   SCHEDULE 2:  OTHER AGRICULTURAL WASTE
                           a.  Every applicant for a permit to burn orchard
                               prunings,  weeds, pasture and range, and any
                               other combustible  agricultural waste, other
                               than   field  crops,  generated   from   the
                               production  of  a  commercially  grown  crop
                               shall  pay  a single $50.00  for each fiscal
                               year.

          400 ADMINISTRATIVE REQUIREMENTS

              401  PERMIT VALIDATION NUMBER:   Upon payment of the required
                   permit fee, the County Agricultural  Commissioner  shall
                   issue  to  the applicant a permit validation number. The
                   applicant may  then  obtain a valid Agricultural Burning
                   Permit from the appropriate fire protection agency.

              402  ANNIVERSARY DATE:  An Agricultural Burning Permit and an
                   Agricultural   Commissioners   Authorization   to   Burn
                   Agricultural Waste  issued  pursuant to Rule 501 will be
                   valid  through  June  30 of the  fiscal  year  in  which
                   issued.

              403  FEE  CARRY  FORWARD:   Notwithstanding   Subsection  402
                   above, fees paid under Schedule 1 for entire  fields not
                   burned  by  the  expiration  date may be carried forward
                   into  the  next fiscal year as a  credit  toward  future
                   burning. This carry forward provision shall not apply to
                   the minimum fee.

              404  WAIVER OF FEES:  Notwithstanding  Subsection  301 above,
                   the  Air  Pollution  Control Officer may waive the  fees
                   required by this Rule when the waiver of such fees would
                   be in the best interest of the District.
