          100 GENERAL

              101  PURPOSE:   To  establish  fees  to be charged stationary
                   sources   subject   to  the  Air  Toxics   "Hot   Spots"
                   Information & Assessment  Act,  beginning  with  Section
                   44300 of Division 26 of the California Health and Safety
                   Code.

          200 DEFINITIONS

              201  BIENNIAL  UPDATE:   Biennial Update has the same meaning
                   as  the term used in Section  44344  of  the  California
                   Health and Safety Code.

              202  CRITERIA  POLLUTANT:   Criteria  Pollutant  means  total
                   organic  gases,  particulate,  oxides  of  nitrogen,  or
                   oxides of sulfur.

              203  CRITERIA   POLLUTANT   EMISSIONS   INVENTORY:   Criteria
                   Pollutant  Emissions  Inventory means  the  most  recent
                   inventory  of  criteria  pollutants   approved   by  the
                   Sacramento Metropolitan Air Quality Management District.

              204  EMISSIONS  INVENTORY:  Emissions Inventory has the  same
                   meaning as the  term  used  in  Chapter  3  of Part 6 of
                   Division 26 of the California Health and Safety Code.

              205  FACILITY:   Facility  includes  all  pollutant  emitting
                   activities  which are located on one property or two  or
                   more contiguous  properties,  and  are under the same or
                   common ownership, operation, or control,  or  which  are
                   owned  or  operated  by  entities which are under common
                   control.

              206  HEALTH RISK ASSESSMENT:  Health  Risk Assessment has the
                   same meaning as the term used in Section  44306  of  the
                   California Health and Safety Code.

              207  INDUSTRY-WIDE    EMISSIONS   INVENTORY:    Industry-wide
                   Emissions Inventory  has  the  same  meaning as the term
                   used  in  Section  44323  of the California  Health  and
                   Safety Code.

              208  INTERMEDIATE  PRIORITY: Intermediate  Priority  has  the
                   same meaning as  the  term  used in Section 44360 of the
                   California Health and Safety Code.

              209  LIST OF SUBSTANCES:  List Of  Substances  has  the  same
                   meaning  as  the  term  used  in  Section  44321  of the
                   California Health and Safety Code.

              210  PLAN:   Plan  has  the  same meaning as the term used in
                   Section 44308 of the California Health and Safety Code.

          300 STANDARDS

              301  INDUSTRY-WIDE  INVENTORY FEE:   Any  facility  which  is
                   subject to the permit  requirements  of  Rule 201 and to
                   industry-wide emissions inventory requirements  shall be
                   assessed an annual fee of $30.

              302  RISK  ASSESSMENT  FEE:   Any facility for which the  Air
                   Pollution Control Officer  has  determined that a health
                   risk assessment is required and where  the  health  risk
                   assessment  is approved by the District on or after July
                   1, 1991, shall be assessed an annual fee of $2075.

              303  INTERMEDIATE  PRIORITY RISK SCREENING FEE:  Any facility
                   which is designated  as intermediate priority for health
                   risk assessment purposes  and  where  the  Air Pollution
                   Control  Officer  has not yet determined that  a  health
                   risk assessment is  required shall be assessed an annual
                   fee of $365.
              304  INITIAL EMISSIONS INVENTORY  FEE:   Any  facility  which
                   manufactures,   formulates,   uses,   or   releases  any
                   substance  from  the State Board list of substances  and
                   which  releases less  than  10  tons  per  year  of  any
                   criteria   pollutant,   as  specified  in  the  criteria
                   pollutant emissions inventory, and is required to submit
                   an emissions inventory plan  shall be assessed an annual
                   fee of $1051.

              305  UPDATED EMISSIONS INVENTORY FEE (<20 PERMIT UNITS):  Any
                   facility for which the sum of  all  valid authorities to
                   construct  and  permits to operate, issued  pursuant  to
                   Rule 201, is less  than  20 and is required to submit an
                   emissions inventory plan for  the  purpose of a biennial
                   update shall be assessed an annual fee of $745.

              306  UPDATED EMISSIONS INVENTORY FEE (NO PLAN REQUIRED):  Any
                   facility   which   is   subject   to   biennial   update
                   requirements but is not required to submit  an emissions
                   inventory  plan  for  the  purpose of a biennial  update
                   shall be assessed an annual fee of $187.

              307  UPDATED  EMISSIONS INVENTORY  FEE  (20  OR  MORE  PERMIT
                   UNITS):  Any  facility  for  which  the sum of all valid
                   authorities to construct and permits  to operate, issued
                   pursuant to Rule 201, equals 20 or more,  and  which  is
                   required  to  submit an emissions inventory plan for the
                   purpose of a biennial update shall be assessed an annual
                   fee of $3723.


          400 ADMINISTRATIVE REQUIREMENTS

              401  NOTIFICATION OF  FEE  DUE:  The owner or operator of the
                   facility against which  the  fee  is  assessed  will  be
                   notified by mail of the fee due and payable and the date
                   the  fee  is due.  If the fee is not paid within 60 days
                   after receipt  of the notice, the fee shall be increased
                   by one half the  amount  and the owner or operator shall
                   be notified by mail of the increased fee.  The increased
                   fee shall be paid within 120  days  after receipt of the
                   second notice.
