PREFACE

Several changes have been incorporated in the "Protocol - Oxides of Sulfur" since it was released September, 1993. These changes reflect comments and suggestions received form the regulated industry, environmental community, regulatory agency staff and the public. The changes are summarized below:

Ü Overview

_ Revised section to reflect rule language

Ü Chapter 2: Major Sources - Continuous Emission Monitoring System (CEMS)

_ Mass emissions during the transition period is determined by CEMS or emission factors referenced in Table 2 of Rule 2002

_ Facilities given the choice between compliance with EPA's acid rain provisions of Title IV or RECLAIM Missing Data Procedures

_ Clarified the use of substitute criteria for determining Alternative Monitoring Device

_ Provisional approval of CEMS for Cycle 1 facilities

_ CEMS Plan submittal date of March 31, 1994 for Cycle 1 facilities and September 30, 1994 for Cycle 2 facilities, along with further details

_ More clarification provided in equations and example calculations

Ü Chapter 3: Process Units and Rule 219 Equipment

_ Emission factor as referenced in Table 2 of Rule 2002 is used to determine mass emissions

_ An alternative emission factor replaces fuel sulfur content

_ Sharing of fuel meters for identical process units

_ Fuel meters to be non-resettable and sealed

Ü _ Source testing procedures are used to determine process unit's alternative emission factor

Ü Chapter 4: All Sources and Units - Source Testing

_ No significant change

Ü Chapter 5: Remote Terminal Unit (RTU)

_ Guidance hardware specifications have been removed
