FEE SCHEDULES (a) Schedules for Permit Evaluation Fee and Annual Operating Permit Fee (1) Schedule 1, Motor Horsepower Schedule: Any equipment using motors as a power source shall be assessed a permit Equipment Schedule: Any vehicle fueling equipment at a single location, including stationary liquid fuel tanks, dispensers, and vapor recovery systems where required, shall be assessed a single permit fee based on the number of liquid fuel dispensing nozzles, in accordance with the following schedule: Fee For Each Liquid Fuel Dispensing Nozzle Permit Annual Operating Fee Evaluation Fee Permit Fee $66.00 per nozzle $30.00 per nozzle The annual operating permit fee required for a permit to operate vehicle fueling equipment which is exempted from installing vapor recovery systems under the provisions of Rule 461 shall be that required for one nozzle. (7) Schedule 7, Permit Fee Exceptions: (A) The following equipment or permitting unit shall be assessed a maximum permit evaluation fee of $150.00 and a maximum annual operating permit fee of $87.00: (i) Each permit of a dry cleaning plant; (ii) Equipment with a capacity less than 15,000 liters (4,000 gallons) used exclusively to mix solvents and surface coatings or inks; (iii)Spray coating equipment operated outside of a control enclosure; (iv) Vapor degreasing equipment using exclusively 1,1,1-trichloroethane, methylene-chloride, trifluoromethane, and chlorofluorocarbons; (v) Portable abrasive-blasting equipment; (vi) Mobile asphalt or coal tar pitch roofing equipment; (vii)Internal combustion engines of less than 3,000 brake horsepower (bhp) driving electrical emergency generators; any internal combustion engine rated 500 bhp or less; (viii)Initial receiving, dehydrating, storage, and washing and shipping tanks used in crude oil production and having an individual capacity of 150,000 liters (39,630 gallons) or less; (ix) Sheet-fed printing equipment without dryers; printing and related coating or laminating equipment; (x) Gas turbine engines with a maximum heat input rate of less than 4,000,000 Btu per hour; (xi) Any combustion equipment with a maximum heat input rate of less than 5,000,000 Btu per hour; (xii)Any soldering, sintering, foundry sand mold forming, forging, pressing, or heat- treating equipment; (xiii)Any commercial direct-fired charbroiler; (xiv)Any plastic and/or rubber processing equipment; (xv) Equipment used for bonding lining to brake shoes; (xvi)Fuel oil transfer and/or storage equipment; (xvii)Gravity-type effluent water separators; (xviii)Any equipment using electric motors as a power source which would not have required a written permit prior to June 3, 1988; and (xix) Any equipment which is not included in any of the preceding schedules. (B) The following equipment shall be assessed permit evaluation and annual operating permit fees in accordance with Schedule 1, except that the fees shall not exceed Step (C) of Schedule 1: (i) Equipment used exclusively for extruding rubber or plastic products or for rubber- roll mills and calenders. (C) If in the case of equipment exempt prior to June 3, 1988, a higher permit evaluation fee or annual operating fee than provided for in this schedule has been submitted the excess will be refunded. (8) With the exception of the fees provided in Schedules 6 and 7, if more than one fee schedule is applicable, the governing schedule shall be that which results in the higher fee. (9) The categories of equipment for which the permit evaluation fee shall be determined, as prescribed in subparagraph (b)(1)(B) of Rule 301.1, are the following: (A) Equipment associated with landfills; (B) Equipment associated with resource recovery projects; (C) Equipment associated with energy cogeneration projects; (D) Equipment associated with power plants; and (E) All other permit units emitting in excess of 25 tons per year of any air contaminant.
