RULE 4651 - VOLATILE ORGANIC COMPOUND EMISSIONS FROM DECONTAMINATION OF SOIL
(Adopted April 16, 1992, Amended December 17, 1992)

1.0 Purpose

The purpose of this rule is to limit VOC emissions from the excavation and treatment of soil that has been contaminated by organic liquid as a result of leakage from storage or transfer facilities, from accidental spillage, or other deposition.

2.0 Applicability

This rule shall apply to the excavation and treatment of soil that has been contaminated by organic liquid as a result of leakage from storage or transfer facilities, from accidental spillage, or other deposition.
