RULE 4401 - STEAM-ENHANCED CRUDE OIL PRODUCTION WELL VENTS

(Adopted April 11, 1991, Amended September 19, 1991, Amended December 17, 1992)

1.0 Purpose

The purpose of this rule is to limit the VOC emissions from steam-enhanced crude oil production well vents. The allowable number of leaks in the well vent collection system are specified for various sized collection systems. Leak tagging and repair requirements, recordkeeping requirements, test methods, and a compliance schedule are established.

2.0 Applicability

This rule is applicable to all crude oil production wells where production has been enhanced by steam injection and any associated vapor control systems and disposal devices.

Vapor collection and control systems serving 501 or more wells shall be determined to be in violation of the number of allowable leaks if more than one (1) leak is detected for each 20 wells tested with a minimum of 50 wells tested.
