1.0 Purpose

The purpose of this rule is to limit VOC emissions from graphic arts printing operations and paper and fabric coating operations, and to specify the administrative requirements for recording and measuring the emissions. A compliance schedule is also specified.

2.0 Applicability

This rule is applicable to all graphic arts printing operations and paper and fabric coating operations as defined in Section 3.0 of this rule.

The owner or operator of any paper or fabric coating operation shall comply with the following increments of progress to achieve compliance:

8.0 Calculations

The allowable emissions necessary to comply with the overall percent reduction shall be calculated using as a baseline the average of the actual amount of solvent used for each line on a weight by solids basis for any two (2) years selected from the calendar years 1987, 1988, 1989, or 1990 for Fresno, Kings, Madera, Merced, Tulare County Zones, or 1978, 1979, 1980, 1981 for Kern, San Joaquin and Stanislaus County Zones.  The control plan required under this section shall identify which two (2) of the four (4) years have been selected, and the plan shall delineate the quantity of solvent used for each line for each of the two (2) baseline years. Baseline daily emissions shall be the sum of VOC emissions during the baseline years divided by the number of operating days. On or after November 19, 1995, Sections 5.1.3, 5.2.3, and 8.0 shall not be used to comply with the requirements of this rule.
