          RULE 110.  ENFORCEMENT

            A.  Any  person  who violated any of the  provisions  of  these
                Rules and Regulations, or any provision of Part 4, Division
                26 of the California  Health  and Safety Code, or any order
                of  the  Air  Pollution  Control Board  or  the  State  Air
                Resources Board made pursuant to Part 4, Division 26 of the
                Health and Safety Code is  guilty  of a misdemeanor.  Every
                day during any portion of which such  violation occurs is a
                separate offense.

            B.  Any  person who intentionally or negligently  violates  any
                order  of  abatement  issued  by  the Air Pollution Control
                Board or the Air Pollution Hearing  Board  or the State Air
                Resources Board shall be liable for a civil  penalty not to
                exceed six thousand dollars ($6,000) for each  day in which
                such violation occurs.

            C.  Any   person  who  intentionally  or  negligently  violates
                Section  41700  or  41701 of the Health and Safety Code, or
                any of these Rules and  Regulations prohibiting or limiting
                the discharge of air contaminants  into  the  air, shall be
                liable  for  a  civil  penalty  not  to exceed five hundred
                dollars ($500) for each day in which such violation occurs.
