                                   EXHIBIT B

                        REVISED February 23, 1994

               YOLO-SOLANO AIR QUALITY MANAGEMENT DISTRICT
               INFORMATION LISTING AND EVALUATION CRITERIA

          SECTION I.     List of  Required Information
                         A.   Name  and  address of business and
                              responsible   person(s)   for  the
                              application.
                         B.   Statement   of   the  project  and
                              facility(ies)  involved  including
                              permit status.
                         C.   Description   of   the    facility
                              including  plot  plan, boundaries,
                              buildings,     process      units,
                              equipment,  warehouses and storage
                              areas   which   may    cause    or
                              contribute to air pollution.
                         D.   Description  of  the processes and
                              operations   performed    in   the
                              application  including  kinds  and
                              amounts  of  materials  used   and
                              stored,  processing  and operation
                              parameters,      material     flow
                              diagrams, operating  schedules and
                              levels,   design  capacities   and
                              material transport.
                         E.   Description of all emission points
                              and  corresponding   emissions  to
                              ambient air for all pollutants for
                              which   there   are   air  quality
                              standards,    including    exhaust
                              temperatures,      concentrations,
                              velocities,   and   height   above
                              ground level.
                         F.   Description  of all air  pollution
                              control    equipment    for    all
                              pollutants for which there are air
                              quality  standards  and  operating
                              measures  proposed  to  limit  air
                              pollution including  types, sizes,
                              manufacturer's       data      and
                              performance     parameters     for
                              equipment.
                         G.   Description and use  of  all fuel-
                              burning     equipment    including
                              amounts,  kinds  and  analysis  of
                              fuels to be  used,  associated air
                              pollution  control equipment,  any
                              operating procedures  and expected
                              efficiencies.
                         H.   Ambient  air  data useful  towards
                              determining impacts  of  emissions
                              including ambient measurements and
                              impact calculations.
                         I.   Any  planned  emission  reductions
                              from     the     facility    under
                              application  including  kinds  and
                              amounts   of  emissions,   process
                              units and equipment  involved  and
                              reduction   or   net   changes  in
                              emissions from the facility.
                         J.   Any   other   public  hearing   or
                              presentations  to   other   public
                              agencies  involving  the  facility
                              under application.

          SECTION II.    Criteria for Evaluating Applications
                         A.   The   application   must   provide
                              information to determine that  all
                              emission   limitations   including
                              visible    limitations,    exhaust
                              concentration   limitations,  mass
                              limitations,     and      nuisance
                              provisions  in the District  Rules
                              and Regulations will be met.
                         B.   The   application   must   provide
                              information   to   determine  that
                              ambient impacts can  be  estimated
                              and air quality standards achieved
                              and maintained.
                         C.   The   application   must   provide
                              information  to  determine if  all
                              applicable State requirements  are
                              met.
                         D.   The   application   must   provide
                              information  to  determine if  all
                              applicable  Federal   requirements
                              will be met.

          SECTION III.   Facilities Subject to the Provisions of
                         Rule 3.8, FEDERAL OPERATING PERMITS
                         A.   In  addition  to  the  information
                              required  by  Sections  I and  II,
                              above, an applicant subject to the
                              provisions  of  Rule  3.8, FEDERAL
                              OPERATING PERMITS, shall  use  the
                              forms   listed  in  the  Rule  3.8
                              Application      Form      Package
                              Completeness   Criteria  to  apply
                              for:
                              1.   Initial permit;
                              2.   Permit renewal;
                              3.   Significant            permit
                                   modification; or
                              4.   Minor permit modification.
                         B.   The application forms must provide
                              the  information specified in  the
                              Rule 3.8  Application Form Package
                              Completeness  Criteria. Sufficient
                              information must  be  included  to
                              ensure    compliance    with   all
                              applicable  District,  state,  and
                              federal requirements.
