METHOD SUMMARY
These categories are used to inventory the total organic gas (TOG) emissions during 1987 from the application of surface coatings in the manufacturing and industrial sectors.
ACTIVITY DATA SOURCE:
1. For Marine Coatings
- Obtained 1982 national (natl) production data from "1982 Census of Manufacturers, Paint and Allied Products," Bureau of the Census, 1984.
- Estimated 1983 natl production = growth factor x 1982 natl production, where for
- original equipment manufacturer (OEM) products coatings, growth factor (1.1508) = 1983 natl production of OEM products coatings divided by 1982 natl production of OEM products coatings ("Current Industrial Reports - Paint, Varnish and Lacquer," Bureau of Census, 1984).
- special-purpose (SP) coatings, growth factor (1.06) = 1983 natl production of SP coatings divided by 1982 natl production of SP coatings.
- Assumed use in California = 16.1% of natl use ("Survey of Paint and Other Manufacturers Industries ARB," Stationary Source Division (SSD), 1977).
- Distributed use to counties based on location of shipyards (Consideration of Proposed Rule for Control of VOCs from Marine Coating Operations, ARB 1978).
2. For Paper and Fabric Coatings
- Estimated 1983 use in California based on SSD's 1977 survey data and an annual growth factor of 1.68 ("Consideration of Proposed Rule for Control of VOCs from Paper and Fabric
- Coating Operations," ARB 1978).
- Assumed 92.9% of coatings = paper coatings and 7.1% = fabric coatings ( SSD's 1977 survey).
- Assumed distribution to counties was the same as in 1977 (SSD's survey).
3. For Metal Furniture & Fixtures, Can&Coil, Metal Parts and Products, and Wood Furniture & Fixtures Coatings
- Estimated 1983 natl production = growth factor for OEM products coatings (1.1508) x 1982 natl production (Census).
- Estimated use in California = natl use x fraction of CA population over natl population (10%).
- Assumed distribution to counties was the same as in 1977 (SSD's survey).
4. For Industrial Coatings (Unspecified)
- Summed all 1982 natl production of OEM coatings not covered above.
- Summed all 1982 natl production of SP coatings not covered above.
- 1983 natl use of OEM coatings = 1.1508 x 1982 natl use of OEM coatings.
- 1983 natl use of SP coatings = 1.06 x 1982 natl use of SP coatings.
- Estimated use in California = natl use x fraction of CA population over natl population (10%).
- Assume distribution to counties was the same as in 1977 (SSD's survey).
5. For All categories
- 1987 emissions = 1983 emissions x growth factor based on parameters listed below.
EMISSION FACTOR SOURCE: Developed composites for each category from data in 1977 survey.
TEMPORAL DATA:
Daily Activity:
Uniform activity during a normal working shift 8:00 a.m. to 4:00 p.m. (8 hrs) and no activity the remainder of the day. For industrial coatings (unspecified) uniform activity during two working shifts 8:00 a.m. to midnight and no activity the remainder of the day. Weekly Activity:
Uniform activity on week days, reduced activity on weekends. Monthly Activity:

marine coatings - employment in the manufacturing of transportation equipment (SIC 37)
paper coatings - dollar output from manufacturing of paper and allied products (SIC 26)
fabric coatings - dollar output from manufacturing of textiles (SIC 22)
metal/wood furniture and fixture coatings - dollar output from manufacturing of furniture (SIC 25)
can & coil, metal parts & products, unspecified industrial coatings - dollar output from the total manufacturing industry (SICs 20-39)
