METHOD SUMMARY

This category includes TOG emissions for 1987 from solvents contained in adhesives and sealants used for the following industries: construction, transportation and other. Two industries, packaging and wood converting (forest products), are assumed to be accounted for in the point source inventory and therefore are not included in these estimates. The emissions are broken down into two subcategories: solvent-based and water-based.

ACTIVITY DATA SOURCE: The amount of adhesives and sealants used nationally in 1983 for construction, transportation and other industries were obtained from an article titled "Outlook for the U.S. Adhesives and Sealants Industry," by Decision Resources. California's percent use of the national production was based on a ratio of 1981 California use to 1981 national use, from the SAIC report titled "Development and Improvement of Organic Compound Emissions Inventory for California," published in 1985. The percent of solvent-based and water-based adhesives and sealants produced in 1983 was determined per personal communication with Henry Buccigross of Decision Resources. The emission estimates for 1983 were grown to 1987 using dollar output for total manufacturing from a report titled "California Employment and Output Update" published in 1988 by Data Resources Inc. Statewide emission estimates were distributed to counties based on construction trends of new non-residential and residential buildings in California according to Security Pacific Bank.

EMISSION FACTOR SOURCE: The emission factors for solvent-based adhesive and sealants for the transportation and other industries categories were based on 1980 data from the SAIC report. The emission factor for solvent-based adhesive and sealants for the construction industry was based on 1976 data from an EPA report titled "Preliminary Draft of Industry Classification, Estimates of Adhesives Consumed, and Solvent Emissions." The emission factor for all water-based adhesives and sealants was based on data from Decision Resources.
