METHOD SUMMARY
These categories are used to inventory 1987 hydrocarbon emissions associated with lightering crude oil and ballasting marine vessels with water after unloading crude oil or gasoline. Lightering is unloading cargo to a smaller vessel until the parent vessel is light enough to dock at a port or moor at a terminal.
ACTIVITY DATA SOURCE:
- Obtained amounts of crude oil and gasoline unloaded at California ports in 1986 from "Waterborne Commerce of the United States, Calendar Year 1986" Part 4, United States Army Corps of Engineers, 1986.
- Updated 1986 amount of crude oil to 1987 based on the ratio of 1987 to 1986 imported oil (Alaskan plus foreign) data from the Energy Commission "Quarterly Oil Report - Second Quarter" 1987, 1988.
- Updated 1986 amount of gasoline based on the ratio of 1987 to 1986 unloaded gasoline (domestic plus foreign) data from "California Petroleum Shipments of Major Marketers by Transportation Method" table in "Quarterly Oil Report - Second Quarter," Energy Commission, 1987, 1988.
- Obtained crude oil lightering data from the Bay Area AQMD for 1987.
- Obtained crude oil and gasoline ballasting data for San Luis Obispo for 1987 from the Army Corps of Engineers.
- Obtained data on amounts of water used for ballasting following a cargo discharge (17% for crude oil, 21% for gasoline ) from "Report to the Legislature on Air Pollutant Emissions from Marine Vessels," ARB, 1984
EMISSION FACTOR SOURCE:
- Crude oil lightering emission factor is the same as for loading and was obtained from "Hydrocarbon Emissions During Marine Loading of Crude Oils," Western Oil and Gas Association, 1977.
- Ballasting crude oil and gasoline vessels emission factors were obtained from "Inventory of Emissions from Marine Operations within the California Coastal waters," Scott Environmental Technology, Inc., 1981.
TEMPORAL DATA:
The annual, weekly, and daily activities are uniform throughout the year, seven days a week, and twenty-four hours a day. DATE OF THE LAST UPDATE: Revised May 1989
