Criteria and Toxics Emissions Reporting Regulation

This page includes information about CARB's proposed regulation for annual reporting of criteria pollutant and toxic air contaminant emissions for stationary sources (the Criteria and Toxics Emissions Reporting Regulation, or CTR). The proposed regulation will support the Community Air Protection Program, established as directed in Assembly Bill (AB) 617 (C.Garcia, Chapter 136, Statutes of 2017). The proposed regulation will also support other programs at CARB such as the AB 2588 Air Toxics "Hot Spots" program, State Implementation Plans, Air Toxic Control Measures, monitoring studies, and other Board activities.

Facilities Potentially Subject to Proposed Regulation

CARB staff performed an initial assessment of facilities that would potentially be subject to the emissions data reporting requirements under the proposed Criteria and Toxics Reporting (CTR) Regulation, based on the "Preliminary Draft Regulation Text" language posted under the July/August workshop materials below. The preliminary draft list includes facilities subject to reporting due to their greenhouse gas, criteria pollutant, or toxic air contaminant emissions. The list does not include facilities in "selected communities," which would be subject to reporting under the proposal, because individual community boundaries have not been established. During our public workshops, CARB staff requested comments on the proposed reporting regulation concepts to help develop and refine the regulatory text and requirements.
