In May 2008, North Hills Recycling, Inc. agreed to pay $6,500 in penalties: $4,875 to the California Air Pollution Control Fund and $1,625 to the Peralta Community College District, for violating air quality regulations.  A fleet audit by ARB showed North Hills Recycling failed to properly conduct the smoke test procedures for all applicable diesel vehicles in the North Hills Recycling fleet during the years 2005 and 2006.  These vehicles were subject to PSIP and the Solid Waste Collection Vehicle (SWCV) regulation.  ARB documented violations as related to the PSIP regulation.  To settle the case, North Hills Recycling agreed to the penalty of $6,500, and to comply with PSIP and other ARB programs.
