White Sands Hair Care, Inc. Case Settles for $18,000

White Sands Hair Care, Inc. (White Sands) of Laguna Niguel, California sold, supplied and/or offered for sale non-compliant Hair Styling Products in California.  Enforcement Staff purchased samples of White Sands Soft Hold Liquid Texture, White Sands Firm Hold Liquid Texture, and White Sands UnderCover Styling Spray that contained concentrations of volatile organic compounds (VOC) that exceeded the limit for the Hair Styling Product: Aerosol and Pump Spray category specified in Title 17, California Code of Regulations, section 94509(a).  The violation resulted in 1.41 tons of excess VOC emissions, based upon the formulation and sales information provided by White Sands.  White Sands modified the products to be compliant with the regulation and agreed to pay $18,000 in penalties to settle this case.
