Phase 2 RFG Public Education Subcommittee
                       Meeting Summary     May 17, 1995


On May 17, 1995, the sixth Phase 2 Reformulated Gasoline (RFG) Public 
Education Subcommittee (PES) meeting was held in Sacramento at the Air 
Resources Board. The meeting was attended by about 25 people. The following 
items were presented and discussed at the meeting:

Update on Performance and Transition Subcommittee Progress Performance 

Dean Simeroth of the ARB presented an overview of ongoing activities which 
      Continuing to monitor all on-road and off-road test fleets and 
      Monitoring other ongoing testing efforts (Chevron and Texaco fleet 
       test programs, GM/Ford Bench Test programs, and Department of Energy 
       test program)
      Working with industry to collect historical maintenance records for 
       fleet vehicles to help evaluate any fuel-related problems
      Continuing to collect and evaluate historical fleet records to study 
       fuel economy

Transition Subcommittee

Gerry Bemis of the California Energy Commission (CEC) presented an overview 
of ongoing activities which include:

      Updating the demand/supply balance separating northern and southern 
      Aggregating industry estimates of the refinery product slates
      Continuing to meet with all major refiners for scenario planning
      Evaluation of product flows into and out of California (historical 
       and forecast)

Comments from Meeting Attendees

The group made several comments on products that were presented, which 
included the following: 

Health Effects from Methyl Tertiary Butyl Ether (MTBE)
       ARB should further investigate and publish a fact sheet on health 
        effects from exposure to MTBE
       ARB should closely monitor the public's perception of MTBE and other 
        gasoline oxygenates 
       For comparison, health effects data from MTBE and other oxygenates 
        could be ranked against other components found in gasoline; a visual 
        comparison chart could be effective in communicating health impacts 
        from various components found in gasoline

         RFG & Health:  This section needs to be expanded to provide more 
          information on the health benefits associated with the use of RFG

Presentations by Industry

Chevron--Briefing on Industry Research Lew Winters from Chevron presented an 
overview of ongoing research being conducted by Chevron which includes:

      Overview and findings from the following studies: Milwaukee RFG Study, 
       Nationwide RFG Study, message testing, and RFG focus group testing
      Recommendations and ideas for communicating messages about RFG
      Unanswered research questions that Chevron is currently investigating

Novak Communications--Progress on the Outreach Plan

David Novak of Novak Communications presented a summary of the work that is 
underway to develop a four phase Outreach Plan which includes:
      Phase One: (present time through Labor Day)--identifying messages, 
       audiences, and strategies
      Phase Two: (Labor Day through end of 1995)--conducting aggressive
       outreach to appropriate audiences identified in Phase One
      Phase Three: (January-February 1995)--begin using tools and tactics 
       available to educate the public
      Phase Four: (March 1996 and on)--continue answering questions and 
       concerns from motorists, the media, and others.

Applied Management and Planning Group (AMPG)--Research Overview Susan Johnson 
of AMPG presented an overview of research currently underway at AMPG which 
      Conducting Focus Group meetings in Riverside and Sacramento areas to 
       obtain market research information
      Developing questions for a statewide poll of 1,100 California drivers
      Planning to conduct additional Focus Group meetings in Los Angeles, 
       Oakland, and Fresno to obtain additional information
