Technology and Fuel Assessments

ARB staff is conducting technology and fuels assessments for a variety of source categories, including: trucks, transport refrigeration units, buses, locomotives, fuels, ocean-going vessels, commercial harbor craft, cargo handling equipment, and aviation – including aircraft and ground support equipment.  The technology assessments will support ARB planning and regulatory efforts, including the development of the Sustainable Freight Strategy, State Implementation Plan (SIP), and ARB’s mobile source control program.

Emission Reduction Plans for Ports and Goods Movement Action Plan

The Air Resources Board approved the 2006 Emission Reduction Plan for Ports and Goods Movement in California. The Plan is an essential component of California's effort to reduce community exposure to air pollution and to meet new federal air quality standards for ozone and fine particulate matter (PM2.5).  This effort is also the next step in implementing the Goods Movement Action Plan developed by the California Business, Transportation and Housing Agency, and the California Environmental Protection Agency.

Climate Change Scoping Plan

Assembly Bill 32 (AB 32) required the California Air Resources Board to develop a Scoping Plan that describes the approach California will take to reduce greenhouse gases (GHG) to achieve the goal of reducing emissions to 1990 levels by 2020. The Scoping Plan was first considered by the Board in 2008 and must be updated every five years, and was updated in 2014.

California State Implementation Plans

Federal clean air laws require areas with unhealthy levels of ozone, inhalable particulate matter, carbon monoxide, nitrogen dioxide, and sulfur dioxide to develop plans, known as State Implementation Plans (SIPs).  SIPs are comprehensive plans that describe how an area will attain national ambient air quality standards (NAAQS). The 1990 amendments to the federal Clean Air Act set deadlines for attainment based on the severity of an area's air pollution problem. 

Air Pollution Incentives, Grants and Credit Programs

Vehicle and equipment owners can currently apply to several incentive programs offered by ARB in order to reduce emissions from on- and off-road vehicles and equipment.

Short Lived Climate Pollutant Strategy

Pursuant to Senate Bill 605 (Lara, Statutes of 2014, Chapter 523), the State is developing a comprehensive strategy in 2015 to further reduce SLCP emissions. The strategy will be developed through a public process and will describe specific measures to overcome stubborn barriers and significantly cut SLCP emissions.
