Joint Meetings: California Air Resources Board, California Transportation Commission, and California Department of Housing and Community Development

Assembly Bill (AB) 185 directs CARB, CTC, and HCD to meet at least twice per year to coordinate their implementation of policies that jointly affect transportation, housing, and air quality.

Background

These meetings are intended to facilitate a better understanding by the California Air Resources Board (CARB), California Transportation Commission (CTC), Department of Housing and Community Development (HCD), and the public of the connections between the agencies’ programs and policies. The continued coordination between CARB, CTC, HCD, other State and local agencies, and the public facilitated by Joint Meetings will assist State efforts to meet air quality and climate goals in addition to the State’s most critical transportation and housing needs.

Joint Meetings between CARB and CTC began in 2018 pursuant to AB 179 (Cervantes, Chapter 737, 2017), which directed the agencies to meet at least twice per calendar year to coordinate the implementation of transportation programs and policies. AB 185 added HCD and expanded the scope of these meetings to include coordination related to housing policies in addition to transportation and air quality.

AB 185 specifically states:

“Existing law requires the commission and the State Air Resources Board to hold at least 2 joint meetings per calendar year to coordinate their implementation of transportation policies.

This bill would instead require the commission, the state board, and a representative from the Department of Housing and Community Development to hold those joint meetings to coordinate their implementation of policies that jointly affect transportation, housing, and air quality.”
