Bloomberg Businessweek article on solar conversion "Photovoltaic
power's low cost shouldbe a boon for consumers. Why isn't the U.S.
taking advantage of it ?
with a byline subtitle on page 13 "Realizing solar's potential
requires a smarter national energy policy that takes on entrenched
interests"

This includes the fact "Over the past five years the price of
photovoltaic panels has plummeted 75 percen...Nationally, the cost
of residentialonstallations-including hardware,permits,labor-has
plummeted from $9 a watt in 2006 to $5.46.Averging in commercial
industrial installations, the national installed price plumments to
$3.45 a watt says the Solar Energy Industries Association, a
Washington-based trade group."
Further "many utilities and their political backers are standing in
the way of changes that could boost U.S. energy independence,reduce
carbon emissions and save cousmers billions... Congress should also
extend beyond the 2016 the 30 percent federal solar tax credit for
rooftop installation,then
gradually phase it out. Five years from now,solar-without
subsidies-will be competitive with conventional power prices in 17
states,and the credit could greatly increase that number ."
( The Federal Solar Tax credit should be refundable for low and
middle income like the origional solar tan credit in Ca. est. in
the mid to late 70s )
Most solar systems are installed by 3ed party owneds in Ca. at
rates that are lower than the IOUs ( invester owned utilities )
This is no cost but savings per pound/ton of Nox/Ozone and PM 2.5
reduced etc ( GHGs etc)
The Immediate Total Solar Conversion Plan submitted to South Coast
District must be Planed and implemented now as included in the
record. The stated should ficilatate this wiht CARB working with
other agencies through Solar Cal. etc
