First I'd like to thank you for taking global warming AND our
economy seriously! Your plan to reduce global warming pollution and
at the same time create jobs, making California a healthier and
more prosperous place to live, is commendable. I feel that
decreasing emissions from the state’s largest polluters while
establishing a market price on these emissions is a sound approach,
along with renewable energy, energy efficiency, and cleaner
transportation standards.
In my opinion the strongest parts of your plan, which guide
businesses in making long-term investments in emissions control,
are these:
-setting a limit that declines each year
-setting a minimum price on carbon pollution
I believe you can further stengthen the program in one very
important way. Requiring more of California’s largest polluters to
pay for their global warming emissions, instead of giving permits
away for free, moves additional burden from the taxpayer to the
polluter in a variety of ways. If polluters are forced to purchase
permits in an auction, funds from those auctions can support
efforts to transition to a cleaner economy and help lower energy
costs for Californians—through making homes and businesses more
energy efficient, increasing public transit options, and developing
wind and solar projects in our state.
Thank you again for your critical work in curbing global warming
emissions. All of our descendants will surely appreciate it!
