the passage of this amendment will be a disaster to the sport
fishing industry.  It would be impossible for compliance as called
for.  Please reconsider.  So many jobs will be lost.  As a sports
fishing enthusiast I fear I will no longer be able to go out on
open party boats, as there will be none.
