As a fisherman and being retired our budget is limited.  If these
regulations go into effect I and several of my friends will no
longer be able to afford fishing trips into the SF Bay/Pacific
Ocean.  It appears that charter boat owners will be unable to
afford the modifications or purchase of a new boat.  Those that do
will raise prices to beyond the reach of of most fishermen/fisher
ladies.  Please do not put these regulations into effect.
