They represent a small fraction of the total fleet. And provide
access to food that is unavailable in many other cases for the same
value.    This industry also provides a means of steady employment
and good benefits for those who, without higher education, will
find difficult to replace.   This activity is a trivial amount of
the overall emissions burdens within this state, and appears to be
an unfair targeting of a specific and narrow niche use of fuels.
